15-010 - RFP: Redevelopment of Former Elias Brookings School

OVERVIEW OF THE PROPERTY

The City of Springfield is requesting proposals for the redevelopment of the Former Elias Brookings School located in the Six Corners neighborhood. Presently, the property includes a two-story building owned by the City of Springfield and was formerly known as the Elias Brookings School. The building was constructed in 1925 on a 77,903 square foot lot and contains approximately 56,610 square feet of gross building area.

The ground floor encompasses 16,785 square feet, the second floor contains 26,550 square feet and the basement has 13,275 square feet of area. Floor plans are available online at https://www3.springfield-ma.gov/planning/index.php?id=495.

This redevelopment of property represents a UNIQUE OPPORTUNITY. The former Elias Brookings School site is an important part of the overall revitalization plan for the Six Corners and Old Hill neighborhoods. The property is located in the midst of significant infrastructure investments planned for the next two years which include roadway improvements, upgraded streetscapes and lighting, a new middle school, a renovated park, and new single family homes (see map on the right). The City has already committed $13M in Community Development Block Grant Disaster Recovery funds (CDBG-DR) in to fund several of the projects.

Construction of the new Elias Brookings School (only one block away from the site) has already begun and the school is scheduled to open in 2015. The City has also awarded a developer land to build six single family homes on Central Street less than half mile from the former Brookings School. Adjacent to the site is the Ruth Elizabeth Park which is planned to undergo significant improvements in 2014. Further, infrastructure improvement projects such as the Realignment of Central/Hickory Street and installation of streetscape improvements are anticipated to begin in the fall of 2014.

Private development projects are also anticipated for this neighborhood. For example, the "Lincoln Hall" building was recently sold and the site will be redeveloped into retail. Springfield College also has their own plans for further improvements and development within the neighborhood as part of their most recent Master Plan update available on their website.

The City will entertain offers of purchase for the property and will not entertain offers of lease for this property. Offers to purchase the Property below market value must be accompanied by a written explanation showing how the respondent arrived at the offer price. A copy of the appraisal is enclosed on Appendix B.

Purchase price will not be the only criteria used to evaluate the proposals. A copy of the complete review criteria is enclosed on Appendix A. The selected Respondent will enter into a 60 day preferred developer agreement and will be required to sign a land disposition agreement.

In order to provide prompt answers to questions, the RFP Committee requests that all proposers submit written questions to the RFP response deadline.

Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than August 22, 2014 Questions may be faxed to the Springfield Office of Procurement; Fax #: (413) 787-6295 or emailed to Lauren Stabilo at lstabilo@springfieldcityhall.com and The RFP Committee will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than August 28, 2014.

To maintain a fair and impartial competitive process, the RFP Committee can only answer written questions. Please avoid private communication with any RFP Committee Member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.
