The City of Springfield is requesting proposals for a single commercial development site consisting of five contiguous parcels located on Magazine Street.

The site consists of 57,852 square feet of land with a 2,000 square foot wood-frame building constructed in the 1920s. This property is being sold \"as is\", and the City makes no representations regarding the structural integrity of the building or environmental condition of the property and will require the buyer to assume responsibility for these conditions. The properties are being sold together. Minimum bid price is $60,000.00

DEVELOPMENT CONCEPT

The City is most interested in proposals that use the property for commercial or residential uses. The City will not consider proposals involving taverns, and any use requiring a special permit such as automotive repair or drive-through service windows. It is expected that the proposed use will be oriented toward the sidewalk and will have parking located to the side and the rear of the building.

The development site is within the McKnight neighborhood and less than a mile from Springfield Technical Community College and the Springfield Enterprise Center. Interstate 291 entrances are less than a mile to the north. The 1.3-acre site is within a local and State Economic Opportunity Area. The site is zoned Business A and Residence C. The successful bidder will be expected to petition the Planning Board and City Council for a zone change that will unify the parcels under one zone. Six bus lines run nearby along Worthington Street, Saint James Avenue, Bay Street and State Street.



The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
