26-053 - Request for Proposals: CDBG Public Art Program

The City of Springfield is requesting proposals to administer and execute public art/creative programming through events and/or installations in the City of Springfield. Examples of installations include, but are not limited to murals, sculptures, projection, film, lighting or related projects.

The project is being funded through the City’s annual allocation of Community Development Block Grant (CDBG) funding, and as such all projects and recipients will be required to be compliant with all Department of Housing & Urban Development (HUD) regulations as it relates to the CDBG Program.

Objective:

The City of Springfield is calling for proposals from experienced proposers and organizations to administer and execute public art programing/event(s) in the City by June 30, 2026.

Programming and installations should be completed by an artist or artist-led team for a commissioned, site-specific, art installation. Programming themes should be inspirational and positive in nature. The City is looking for “placemakers” – pieces that are easily identifiable and create a sense of place, turning spaces into small destinations or building upon the current attraction of the destination. The City has final approval of all designs and themes.

The successful proposal will include details of the programming/event(s), schedule, budget, experience, and plan. The successful proposal will also include proof of site control and property owner approval.

The selection committee will review the proposals then select a preferred proposer to recommend to the Mayor for final approval. The committee may select more than one proposer to award through this RFP.

Appropriate stakeholders and property owners should confirm their approval of the project prior to proposal submission. If a proposed project site impacts a local, state or federal historic district, the proposer must appear before the City’s Historic Commission for project approval.

Proposers should prioritize identifying locations that will maximize viewing and positive impact. The City must pre-approve project locations prior to work commencing and funding to be released.

Background

The City has committed this funding via its annual allocation of CDBG funds. There is a maximum commitment in this opportunity of $50,000. Awards are dependent on federal funding availability.

The City seeks to bring more vitality to the City by highlighting its many cultural offerings and adding new creative opportunities for artists and the community. The City aims to make arts and culture in Springfield not only more accessible, but to create connections between artists, cultural landmarks, and visitors.

Program Details
The City will accept proposals to administer a public arts programming, installation of public art, performance, and will consider all forms of art media within the City of Springfield boundaries. All activities funded through this opportunity must be located within the City, and all activities must be completed by June 30, 2026.

The goal of the project is to make a memorable, positive statement about Springfield and increase foot traffic throughout the City, particularly in areas with significant pedestrian visibility. Along with maximizing visibility, proposals should prioritize site beautification and inciting pride and public interest in the City.

Recipients will be responsible for providing proper approvals from proposed site property owners. With City-owned sites, the appropriate City departments (i.e. Department of Public Works, Parks Department, etc.) must give explicit project approval as well. All activities must comply with local, state, and federal laws and regulations. Depending on the project scope, appropriate City permits must be acquired before beginning the project.

Budget
The City anticipates awarding successful proposers for projects with activities to be completed by June 30, 2026. The maximum award in this program will be $50,000. The City reserves the right to award multiple proposers of varying amounts not to exceed $50,000 in total.

Proposers must include a clear budget including all costs and must clearly state the requested amount of City funding. City funding provided would cover project costs related to administering the program, artist fees, installation costs, materials, engineering and design expenses (if needed). Proposers are required to include a detailed project budget that outlines how the project funds will be spent, total project costs, and any additional project sources. Projects that leverage additional funding sources to contribute to the project budget will be considered favorably.

Projects that include on-site construction activity totaling more than $2,000 will be subject to HUD Davis-Bacon wage rate requirements. For a current list of Davis-Bacon wages, visit SAM.gov: SAM.gov

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
