Byers Street
60 Byers Street is a currently vacant parcel, located in Springfield’s Metro Center neighborhood with an assessed value of $95,900.00. The parcel is located in a high-density residential location that has been defined as the government, business, and cultural center for the City. It is zoned for Residence C and is .09 acres. The City will entertain all competitive bids for the property including bids that may be less than the current assessed value. Bidders are subject to all current zoning, building restrictions and controls as well as design review by the Office of Planning and Economic Development. Bidders must be current on all taxes, fines, fees and other debts and liabilities, or payment plans that they have with the City. Any bidder with a significant history of non-compliance with Code Enforcement will be disqualified

Bid questions: In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement, not later than April 1, 2025.
The City is most interested in proposals that creatively integrate the site with the surrounding area, respecting zoning, and in a manner that creates a viable redevelopment opportunity and enhances the aesthetic appeal of the streetscape. Proposers should be familiar with abutting uses and mindful of such when developing a redevelopment project and program to ensure the project is respectful of existing neighbors. Not only will the City be seeking a developer who submits the most advantageous proposal consistent with the selection criteria and proposal requirements set forth in this RFP, but one who also demonstrates the ability to perform the proposed in a timely fashion.
The City of Springfield has secured up to $300,000 in Community Preservation Act (CPA) funding that may be utilized by the developer for exterior repairs. No income restrictions are applied to these funds. CPA funds will be an interest free, forgivable loan not to exceed $300,000. The loan will be paid out as reimbursement of expenditures and secured by a soft-second mortgage (0% interest; fully forgiven upon issuance of Certificates for Occupancy). As a condition of this funding two of the three dwelling units will be restricted to occupants earning up to 100% of Area Median Income.
While financial benefits (i.e. price paid for the property) of a proposal are important to the selection of the developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic developments to be realized from the development project. The City will not be obligated to select the proposers offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.
If a nonprofit organization is the chosen preferred developer, it will be expected to enter into an agreement with the City to make an annual in-lieu-of-tax payment, the amount of which will be calculated as follows:
(Assessed Value Per Thousand) x (Tax Rate) x (Fifty Percent)
The proposer selected shall make the annual payment in lieu of tax payment commencing in the fiscal year of the closing and all subsequent fiscal years.
This Request for Proposals is for the real property only. All contents of the property and any personal property therein may not be included in this sale at the discretion of the City of Springfield.
The City of Springfield has made all efforts to ensure that the information is accurate. However, it is the buyer’s responsibility to investigate to their satisfaction any matter as it may relate to the property.
E. RFP Review Committee
A review committee will be established to review complete proposals and will be composed of representative(s) from the Springfield Office of Planning & Economic Development, Office of Housing, Disaster Recovery & Compliance, City Treasurer, City Council and neighborhood representative(s).
The Committee may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events. The Committee further reserves the right to waive any minor informalities pertaining to any proposals received. The determination of the criteria and process whereby proposals are evaluated, the decision as to who will receive preferred developer status, or whether or not an award shall ever be made as a result of this RFP shall be in the sole and absolute discretion of the City.
Pre-Proposal Assistance
Assistance in the completion of a submission including any assistance in assembling a development team and/or financial analysis cannot be provided.
In order to provide prompt answers to questions, the RFP Committee requests that all questions must be received in writing only by the Office of Procurement not later than April 1, 2025 by close of business. Questions may be faxed or emailed. The Procurement Office will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than April 4, 2025.
Site Tours will be conducted on March 12, 2025 at 11:00 a.m. and March 20, 2025 at 2:00 p.m. Property Management will remain on site during the tours. Those attending site tours will be required to sign an Indemnification Form prior to accessing the structure. Those attending should bring a flashlight and wear appropriate clothing and footwear in case of contact with any debris and trash. Access will only be available to common areas and vacant units, access to occupied units will not be allowed. Additional access to the property, beyond the scheduled site tours, may be scheduled by contacting Vanessa Adorno at (413)787-6500. Please note additional access will scheduled at the convenience and sole discretion of the Office of Housing and the Collector-Treasurer’s Office, during regular business hours.
The Metro Center neighborhood includes approximately 690 acres of land where the City was initially established and developed. The downtown has been defined as the government, business and cultural center for the City. It has also served as a regional center for the Pioneer Valley and includes residential, industrial and institutional areas within its limits. Its boundaries are Route 291 to the north, Union and Howard Streets to the south, Federal Street to the east and the Connecticut River to the west. The neighborhood is home to the Central Library, the Springfield Museums, Symphony Hall, Center Stage, Catholic Diocese, City Hall and the Mass Mutual Center. The neighborhood is home to the Central Business District which contains over thirty (30) dining establishments and many businesses. The neighborhood is also home to the Entertainment District which contains an array of restaurants, bars and clubs.
The property is located off the 3.2-mile-long State Street Corridor, which has recently undergone a $16 million restoration project, including roadway reconstruction, intersection improvements, new sidewalks and median strips and many new pedestrian and vehicle amenities.
The building at 60 Byers Street is an international style structure constructed in 1955 and is located on 4,353 square feet and is zoned Residence C, which means it is a high-density residential area. The property has two floors and contains three legal housing units. These units are all one bedroom and have individual kitchens and bathrooms. PLEASE NOTE: While the dwelling currently contains five units, the additional two units were never legally permitted and the City will be limiting the re-use to three units. Proposals that include more than three units will be considered a non-feasible project and deemed non-responsive.
The property is located within a single property, local historic district known as the Thurston Munson House Local Historic District, additionally the property is located within the Byers-Spring Quadrangle-Mattoon National Register District on the National Register of Historic Places. Exterior changes to the property will require full review and approval of the Springfield Historical Commission.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
