This Request for Proposals (“RFP”) is being done in accordance with M.G.L. c. 30B §16,and seeks proposals for the disposition and redevelopment of a certain portion of property owned by the City of Springfield, known as ‘Unit B’ of the real property known as 200 Birnie Avenue in the City of Springfield’s North End.
The building located on the Property is currently in use as the German Gerena Community School, a K-5 public elementary school within the Springfield Public School System.
The Property has been designated as no longer needed for school purposes as of 2030 by the Springfield School Committee, and has been declared available for disposition by the City as no longer needed for a public purpose. As part of the actions contemplated under this solicitation, the City intends on formally bifurcating the Property from the remainder of the parcel known as 01480-0064, and creating a separate parcel of real property that will be transferred to the preferred developer identified through this RFP for the purposes set forth herein.
At of the time of the issuance of this RFP, the City does not own or control a suitable parcel for the construction of a new school to replace the German Gerena Community School. The City is willing to accept, in lieu of or in combination with a cash payment for the purchase of the Property, the offer of a suitable parcel (or combination of parcels) of real property owned by the Proposer (“Offered Parcel”) as a land swap through this RFP solicitation.
Any proposal made to the City for a land swap in response to this RFP would require a prior two-thirds/supermajority vote of approval from the Springfield City Council, and must meet the City’s minimum requirements, as set forth in the RFP.
The existing building was constructed in 1972 and has two (2) levels, with a total of approximately 136,000 square feet. The property’s fair market value is estimated at $60,000,000. The Property is zoned Mixed Use Industrial, which allows for a wide variety of compatible uses such as residential, services, retail, light industrial, and office. Appraisal and Construction documents for the Property will be available at the City’s Office of Capital Asset Management.
The City will host two a site tours of the property:
• July 23 2025, 10:00 a.m.
• July 30, 2024, 10:00 a.m.

The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
