City seeks proposals for the redevelopment of 2612-2616 Main St, Springfield, MA.

The goal for this property is rehabilitation of the existing building for housing. The former residential property at 2612-2616 Main Street is vacant and available for redevelopment. The brick apartment building, constructed in 1907, has a net interior area of 17,500 square feet, is located on a 12,150 square foot lot, and is zoned Business A. The assessed value is $964,600.00. The property has four floors and contains fourteen residential units. The City has completed a demolition of the back apartment building that historically faced out onto Arch Street. That land is now vacant and is part of the parcel being disposed of in this RFP.

The property is included in a single property local historic district known as La Marquise Local Historic District. All exterior changes will need to be reviewed and approved by the Springfield Historic Commission.

The City is most interested in proposals that integrate the site with the surrounding area, maintain the historic nature of the building, comply with zoning, and enhance the aesthetic appeal of the streetscape. Proposers should be familiar with abutting uses and mindful of such when developing a redevelopment project and program.

While the City will consider the financial benefits of a proposal (that is, the price offered for the property), the City will also consider the broader fiscal and economic developments to be realized from the development project. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

Neighborhood

The parcel is located in the City’s Memorial Square neighborhood, in the northwest corner of Springfield. Memorial Square is a predominately Latino community that attracted a large Puerto Rican population after World War II. The parcel is on Main Street, which provides neighborhood-based retail, including one of the City’s largest Hispanic grocery markets. Memorial Square is a walkable neighborhood and is well-served by public transportation.

Memorial Square contains several neighborhood parks, including Calhoun Park, Jaime Ulloa Park, and Linda Petrella Park, and is in walking distance of the larger Van Horn Park.

The City is starting $450,000 in significant improvements to Linda Petrella Park and is in the process of completing upgrades to Calhoun Park, including installation of a new playscape, resurfacing/improvements of clay tennis/handball courts, and new landscaping.

The North End neighborhoods of Memorial Square and Brightwood serve as a regional medical district, with three nationally ranked hospitals—Baystate Medical Center, Mercy Hospital, and Shriner’s Hospital for Children—within walking distance, along with many medical office buildings associated with these institutions. The private Elms College is located within close proximity in nearby Chicopee.

Site Information

Zoning The parcel is zoned Business A. The Business A zone is for Main Street and pedestrian-oriented shopping districts with residential allowed.

The City will evaluate proposals to purchase the property based on the overall development plan for the property and the purchase price offered.

The City will host two a site tours of the property:
• June 5, 2024, 10:00 a.m.
• June 26, 2024, 10:00 a.m.

The City will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP not later than July 19, 2024. The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all proposals or cancel at any time if it is in the best interest of the City.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
