24-205 - Request for Proposals for Springfield's 2024 Public Mural Program

The City of Springfield is requesting proposals to administer and execute a public mural program and/or event series for public art installations in the City of Springfield.

The project is being funded through the City’s annual allocation of Community Development Block Grant (CDBG) funding, and as such all projects and recipients will be required to be compliant with all Department of Housing & Urban Development (HUD) regulations as it relates to the CDBG Program.

Objective:
The City of Springfield is calling for proposals from experienced teams and organizations to administer and execute a public mural program/event(s) in the City by June 30, 2025.

The murals should be completed by an artist or artist-led team for a commissioned, site-specific, permanent art installation. The themes of the murals should be inspirational and positive in nature. Proposed murals should be “placemakers” – pieces that are easily identifiable and create a sense of place. The City has final approval of the designs and themes of the murals.

The work will be installed on any element(s) of the streetscape within the City of Springfield. The successful proposal will include details of the program/event, schedule, budget, experience, and plan. The selection committee will review the proposals then select a preferred proposer to send to the Mayor for final approval.

Appropriate stakeholders and property owners should confirm their approval of the project prior to proposal submission. If a proposed project site is in a local, state or federal historic district, the proposer must appear before the City’s Historic Commission for project approval.

Proposers should prioritize identifying locations that will maximize viewing and positive impact. The City must pre-approve mural locations prior to work commencing and funding to be released.

Background
The City has committed this funding via its annual allocation of CDBG funds. There is a maximum commitment in this opportunity of $100,000 depending on funding availability.

The City seeks to bring more vitality to the City by highlighting its many cultural offerings and adding new creative opportunities for artists and the greater community. The City aims to make arts and culture in Springfield not only more accessible, but to create connections between artists, cultural landmarks, and visitors.

Site Details
The City will accept proposals to administer a public mural program/event for publicly viewable art installations within the City of Springfield boundaries. All activities funded through this opportunity must be located within the City, and all activities must be completed by June 30, 2025.

The goal of the project is to make a memorable, positive statement about Springfield and increase foot traffic throughout the City, particularly in areas with significant pedestrian visibility.

Along with maximizing visibility, proposals should prioritize site beautification and inciting pride and public interest in the City.

Recipients will be responsible for gaining proper approvals from proposed site property owners. With City-owned sites, the appropriate City departments (i.e. Department of Public Works, Parks Department, etc.) must give explicit project approval as well. All activities must comply with local, state, and federal laws and regulations. Depending on the project scope, appropriate City permits must be acquired before beginning the project.

Budget
The City anticipates awarding one team/organization to administer a public mural program/event, with all activities to be completed by June 30, 2025. The maximum award in this program will be $100,000 contingent on funding availability. The City reserves the right to award multiple proposers of varying amounts not to exceed $100,000 in total, should it be in the best interest of the City.

Proposers must include a clear budget including all costs and must clearly state the requested amount of City funding. Proposers are encouraged to leverage other funding sources and proposals that show leveraged funding will be given preference.

City funding provided would cover project costs related to administering the program, artist fees, installation costs, materials, engineering and design expenses (if needed). Proposers are required to include a detailed project budget that outlines how the project funds will be spent, total project costs, and any additional project sources. Projects that leverage additional funding sources to contribute to the project budget will be considered favorably.

The submission package proposal must be submitted as follows:

All hard copies: one (1) unbound original and five (5) bound copies of the Technical (non-price) proposal should be delivered to Lauren Stabilo, Chief Procurement Officer, Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103.

Failure to submit hard copies to the Procurement Office may deem your proposal unresponsive.

One (1) unbound original proposal sent and five (5) bound copies of the Cost (Price) proposal must be submitted in sealed envelopes to the Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103 Attn: Lauren Stabilo, Chief Procurement Officer


Technical (Non-Price) and Price Proposals must be submitted in two separate documents.

Submitting questions to the Procurement Office

In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement at City Hall not later than April 17, 2024 at 4:00 PM. Questions may be faxed or emailed – all questions must be in writing and questions will not be taken via telephone. The Office of Procurement fax number is (413) 787-6295. The RFP Committee will compile written answers which will be mailed or emailed back to all proposers who requested a copy of the RFP by end of day, April 24, 2024.

To maintain a fair and impartial competitive process, the Chief Procurement Officer can only answer written questions. Please avoid private communication with any RFP committee member and any City employees regarding the subject matter from the release date through the final selection and approval of awardees. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
