24-175 - Redevelop Vacant Lots for Affordable Homeownership

The City of Springfield is requesting proposals from nonprofit organizations for the purchase and redevelopment of vacant lots in the City’s Old Hill and Six Corners neighborhoods to create affordable homeownership units to be sold to first-time homeowner households with income at or below 100% of the Springfield Metropolitan Area’s Annual Median Income (AMI).

The parcels are located in Springfield’s historic Old Hill and Six Corners neighborhoods. These residential neighborhoods, located close to downtown Springfield, have been a long-standing target of neighborhood revitalization strategies, including building new homes, rehabilitation of existing homes, and demolition of abandoned properties.

This RFP does not make funds available for the development of these lots. It is expected that public or philanthropic funds will be needed to make these projects viable and that proposers will secure these funds. The City has two goals with this RFP:

1) To make lots available for homeownership development projects where a nonprofit developer has an existing funding source for the development; and

2) To make lots available to provide nonprofit developers with site control to enable them to seek funding to develop the lots.

The City notes that MassHousing operates a Neighborhood Stabilization Program (NSP) which provides capital grant funds for redevelopment, reconstruction, renovation or repair of substandard and/or blighted properties to help stabilize neighborhoods. Nonprofit organizations in Springfield have previously been successful in securing these funds for affordable homeownership development projects on vacant lots purchased from the city. Proposers are required to describe their development plans, including sources of funding, in bids for these lots. Where development is already funded, the proposer must provide documentation of funding commitments. This RFP will give priority to already-funded projects. Where projects are not funded, proposers must identify specific sources and amounts that will be sought.

Questions about the RFP

The Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement at City Hall, no later than March 13, 2024. Questions may be faxed or emailed. The Office of Procurement fax number is (413) 787-6295 or emailed to lstabilo@springfieldcityhall.com The City will compile written answers which will be mailed or emailed back to all Proposers who requested a copy of the RFP no later than March 18, 2024.

To maintain a fair and impartial process, the City will only answer written questions. Please avoid private communication regarding this RFP with City staff or RFP Review Committee members during the period from RFP release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined in this RFP may be disqualified.
Conditions for this RFP
This RFP seeks proposals for new construction of single-family homes to be sold to first-time homebuyers with household income at or below 100% area median income. Successful bidders will be awarded “Preferred Developer Status” for one or more parcels. Preferred Developer status will provide time-limited site control, with specific milestones that must be met before the property is conveyed to the proposer. If the milestones are not met within the allotted time, the Preferred Developer status will expire and the City will retain ownership of the property. A Preferred Developer who is unable to meet initial milestone deadlines may request an extension of time to meet the milestones; the decision to provide an extension is in the City’s sole discretion.

The property will be conveyed to the successful bidder with a reverter clause which will require completion of development within twenty-four (24) months of conveyance of the property.

Each property will be subject to a restriction requiring that it be sold to a household with income at or below 100% area median income for the Springfield metropolitan area.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
