24-034 - RFP: Purchase and Redevelopment of Vacant Lots for Affordable Homeownership

The City of Springfield is requesting proposals for the purchase and redevelopment of vacant lots in the City’s Old Hill, Six Corners and Upper Hill neighborhoods.
The City’s goal is to identify one or more non-profit entities that will develop the lots for affordable single-family houses to be sold to first-time homebuyers. It is expected that selected non-profit developers will seek funding for the housing development from MassHousing’s Neighborhood Stabilization Program (NSP) in its next annual funding round. The City expects that MassHousing will seek applications for a next funding round in late 2023 or early 2024.
Nonprofit developers awarded preferred developer status for parcels in this RFP will be in a position to apply for NSP funds with site control of parcels to be developed, and the City will support application for NSP funds to develop these parcels. Nonprofit organizations with current NSP funding awards are also eligible to apply for parcels through this RFP that they will develop with the current NSP award.
This RFP does not make funds available for development of these lots. The City may consider, at a later point, whether it may make some contribution of funds to projects selected to be developed using NSP funds. The City does not intend to fully subsidize development of any of the lots in this RFP at this time. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.
The parcels are located in or near Springfield’s historic Old Hill neighborhood. This residential neighborhood, located one mile from downtown Springfield, has been a long-standing target of neighborhood revitalization strategies, including building new homes, rehabilitation of existing homes, and demolition of abandoned properties.
DEVELOPMENT PARAMETERS
The City is soliciting proposals from nonprofit entities to develop single-family homes for affordable homeownership on the available vacant lots. Developers must provide their own development plans consistent with surrounding land uses. Completed homes must be sold to households with incomes that do not exceed 100% of the area median income for the Springfield metropolitan statistical area.
SITE INFORMATION
Developers will bid on the properties subject to all current zoning and building restrictions, with several exceptions regarding change of lot lines, which are described below. The City makes no representations regarding success of any variances, zone changes and/or specials permit applications.

The site is on a public throughway and can be viewed from the public sidewalks at any time. Attachments include further information on the property.
In order to provide prompt answers to questions, the City requests that all proposers submit written questions to the City of Springfield’s Office of Procurement by September 19, 2023. Questions should be emailed and/or, faxed. The City will compile written answers which will be mailed to all Proposers who requested a copy of the RFP, no later than September 25, 2023.

To maintain a fair and impartial competitive process, the City will only answer written questions submitted to the Office of Procurement. Private communication is not allowed with any RFP Review Committee Member or member of the Office of Housing and Neighborhood Services or other City staff during the proposal preparation and evaluation period.
Proposers who initiate private communication or attempt to violate the process outlined herein will be disqualified.
