23-185 - RFQ: Design Services for Repairs and Renovations to Walker Grandstand in Forest Park

The City of Springfield Department of Capital Asset Construction is seeking Proposals for Designers to provide professional design and potential construction administration services for the design of repairs and renovations to the Walker Grandstand in Forest Park in Springfield, MA. Selection of a Designer will be made by the Designer Selection Panel of the City of Springfield, in accordance with all sections of M.G.L. Chapter 7C, as amended by Chapter 165 of the Acts of 2012.

The Owner is seeking design services to include continuation of approved schematic and site designs through design development, construction contract documents, bidding, award of constructions contract(s), construction administration, final closeout and warranty period of the potential Project. Subject to the approval of the Project by the City Council of Springfield, as recommended by the Department of Capital Asset Construction (DCAC), and further subject to adequate funding authorized by the Owner, the contract between the Owner and the Designer will begin immediately. The Construction Cost for this potential Project is estimated to be $3,000,000.00 (HUD Funding) depending upon the solution that is agreed upon by the Owner and that is ultimately approved by a vote of the Springfield City Council. The Fee for Basic Services will be negotiated.

Background:

A. Parks, Recreation & Facilities Management, and the Office of Community Development working with Department of Capital Asset Construction (DCAC) to develop plans for the Walker Grandstand in Forest Park, Springfield, MA.

B. Project Goals and General Scope:

• Address deferred maintenance items.
• Deliverable: Full design & construction documents prepared for public bidding.
• Provide accessible spectator seating to comply with ADA requirements.
• Reconfigure the spaces under the grandstand to include office space and community classroom space.
• Enlarged public restrooms.
• New concession stand.

The Owner is seeking the design services of a Massachusetts licensed Architect to provide continued design and construction administrative services through the design development, construction document, bidding, construction, and closeout phases.

The general scope of services shall include the peer review of the established and approved schematic design along with design development, construction documents, bidding and negotiating and construction contract administration.

The City of Springfield had previously engaged the separate services of various consultants to assist in initial planning and schematic design; that preliminary information will be given to the awarded design team.

The target occupancy for this new facility is Summer 2024. The consultant selected to design and implement the plans for this facility will be required to meet a rigid schedule in order to meet the occupancy.

Design Development shall include a review and verification of all spaces and programmatic studies previously performed. The reviews shall include, but not be limited to, site development, code analysis, utility analysis, cost estimates, project schedule and proposed total project budget.

C. Scope of Services –Design and Construction:

The required scope of services has been based upon the standard Contract for Designer Services (Contract) for a Design/Bid/Build project, a copy of which is attached hereto and incorporated herein for reference. Unless specifically excluded, the Designer’s Basic Service consist of the task described in the Contract for Designer Services and this RFQ including all investigative work, design work, preparation of construction documents, bidding period administration, constructions administration, and other related work reasonably inferred in the opinion of the Owner as being necessary to meet the project’s stated scope and goals.

This RFQ will be appended to and become part of the Contract for Designer Service. Any Designer selected as a result of this RFQ will be required to execute the Contract for Designer Services that is attached hereto. Designers submitting an application in response to this RFQ must specify any exceptions to the Contract at the time of application response. The Owner may consider any such exceptions but shall not be bound by any such exceptions. A failure to specify exceptions will be deemed an acceptance of the Contract’s terms and conditions.

In lieu of the minimum professional liability insurance specified in Article 15, the successful Respondent will be required to provide a certificate of professional liability insurance, at the time of contract execution, indicating minimum coverage of $1,000,000 per occurrence $3,000,000 aggregate.

The Architect may have a Professional Liability Policy with a deductible of $75,000 if it submits a statement of current net worth to the Owner demonstrating to the Owner’s satisfaction that it has financial resources sufficient to pay any such deductible amount. Such coverage shall be written on a claim made basis, and shall be maintained until the end of the applicable period referred to in M.G. L. chapter 260, section 2B.

Basic Services specifically include, but are not limited to, verification of Schematic Design Package. All other design services such as architecture, civil engineering, structural, site planning and landscape architecture, building codes, accessibility, and detailed cost and life-cycle analyses are required as necessary in the preparation of the construction documents; bidding and administering of the Construction Contract Documents and other design and consulting services incidental but required to fulfill the project goals.


The Architect will be required to include in his Basic Services, attendance along with all costs associated with presentation materials for not less than, City Council and/ or community presentations.
Extra and reimbursable expenses are defined in Articles 8 and 9 of the Contract in Attachment B.

Specific exclusions from Basic Services

If required, the following services will not be considered Basic Services:

1. Hazardous Materials Testing and Program Services
2. Hazardous Materials Abatement Services


D. Project Phases and Work Plan:

Work under this RFQ is divided into the Project Phases as listed in Article 7 of the Contract and as may be augmented in this RFQ. Each Project Phase will consist of one of more required submissions, and may include site visits, meetings with the Owner, Owner’s Project Manager, the User Group, the Parks Commission, the City Council and others, and other tasks as described.

The estimated total duration of the Contact for Designer Services from Design Development through the approval of Construction Administration, inclusive of review and approval time, is estimated to be 52 weeks as follows:

Design Development through 100% CD 12 weeks

Bidding 8 weeks

Construction Administration Phase 32 weeks

Estimated Total Duration (excluding Completion Phase) 52 weeks


The durations for the Bidding and the Construction Administration Phase are estimates only. Actual durations may vary depending upon the agreed upon solution, the extent of the required document revisions, the time require for regulatory approvals and the construction contractor’s performance.

Such variances in the estimated time will not, on and of themselves, constitute a justification for an increase Fee for Basic Services, nor are they a substitute for the performance time requirements shown below.

The Designer performance times listed in the table below are requirements, not estimates. The Owner, through the Owner & Project Manager, will review each submission and, if acceptable, provide notice to the Designer to proceed to the next phase.










All Proposals becomes the property of the City of Springfield. The Chief Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
