23-142 - RFP for Twenty (20) License Plate Reader Cameras

General

1. The City of Springfield Police Department, a City located in Hampden County, Massachusetts is looking to obtain and install License Plate Reader technology, commonly known as “LPR” cameras in the City of Springfield. We are requesting this bid to enhance our investigative tools in the solving and prevention of crime within our city.

The City of Springfield is looking to install approximately 20 stationary LPR cameras within the city.

Proposers to provide a LPR camera system as a subscription service which precludes the City of Springfield Police Department from responsibility, management, and ownership of hardware, software and network required for usage and access to such said LPR camera system.

1. In order to be responsive to this request for proposals, the following minimum criteria (“Minimum Criteria”) must be satisfied. Each proposal must clearly state how the Proposer meets the Minimum Criteria set forth in this section. Proposals that do not meet the following Minimum Criteria will be rejected:

i. A minimum of five references, including name, position, address, and telephone numbers, for prior or ongoing installation of LPR Cameras conducted by the Proposer, with a brief description of the relevant work performed for each client that highlights the elements that are similar to the Springfield project.

ii. Vendor has the qualifications to implement any new LPR camera equipment/software and provide all the requested deliverables the City is looking for within the time period stated.

iii. The vendor has the flexibility and the expertise of staff to dedicate specific staff to the City’s for implementation and any training to staff at SPD.

iv. All equipment and associated materials from proposal must be able to be delivered to the City to meet required timeline requested by the Springfield Police Department.

2. All inquiries related to the requirements should prominently refer to “RFP No. 23-142, F&I LPR Cameras for Springfield Police Department”, and the RFP opening date. In order to be considered, questions must be made in writing and received by the Office of Procurement no later than March 28, 2023 at 4:30 P.M. EST. Responses to inquiries will be in the form of a numbered addendum to the specifications issued by the Office of Procurement and sent to all parties listed in the RFP file as Proposers(s) holding the RFP documents. Proposers should base responses only on the specifications including any addenda, which will become exhibits to the RFP document. The City, in its sole discretion, may decline to provide the information requested.

RFP responses must be received by April 3, 2023 at 2:00 P.M. EST. RFP responses received after the RFP opening time will not be accepted. RFPs delivered to any other office or location will be rejected as non-responsive. If at the time of the scheduled RFP due date, City Hall or the Office of Procurement is closed due to uncontrolled events such as fire or building evacuation, the RFP opening will be postponed until 2:00 PM on the next normal business day. RFP’s will be accepted until that date and time.

The estimated term of the Contract One 1 year with option to renew for two additional one (1) year renewals depending on established plan of services, agreed upon project timeline, and SPD.
This RFP is being conducted in accordance with the competitive sealed proposals process as prescribed by Massachusetts General Laws Chapter 30B, § 6. Labor will not include “construction” as defined by MGL Ch. 149. Although, under Chapter 30B you may be required to pay prevailing wages if construction related services for new wiring or installation on a building is performed. Prevailing wages would apply to labor work.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
