23-071 - Appraisal Services for Eminent Domain Takings

The City of Springfield Department of Public Works is seeking bid responses from qualified vendors to perform appraisal services for the purpose of assisting the City with valuations in various right of way and easement takings.

The estimated value of the contract is not to exceed $100,000.00.

The Schedule set by Mass DOT starts on October 31, 2023 to be completed by February 27, 2024. This bid falls under Massachusetts General Laws M.G.L. Ch. 30B section; 5 and other procurement statutes.

Appraisals

1. Vendor will appraise the parcels comprising the real property described in the attached plans and prepare and deliver to the City, as soon as possible but in no event later than February 27, 2024, a figure representative of the total appraised fair market value/loss of value caused by each easement and interest to be taken by the City

2. The Vendor shall prepare and deliver to the City, on or before February 27, 2024, a summary data book and Value Finding Exhibit #9-3 for each property, in two (2) original copies conforming to the provisions of the agreement. The LPA (Local Public Agency) Appraisal Function Job Aid, attached hereto as Exhibit E and incorporated herein by reference, must be included in the appraisal report and review appraisal report.

Additional Services

1. Pursuant to MassDOT requirements, a separate review of the appraisals completed for each parcel shall be performed by a separate licensed appraiser who did not perform any services or review of the work product deliverables. This review of deliverables shall incorporate, at a minimum, the following and shall comply with the LPA Appraisal Function Job Aid Review Appraiser’s Checklist:

a. Ensure that deliverable comply with the agreement, as well as both Federal and State appraisal requirements;

b. Communicate with the appraiser(s) and appraisal staff who provided any services or reviews associated with the deliverables to resolve any necessary corrections or omissions;

c. Review deliverables and its finding for quality, completeness, and accuracy;

d. Prepare a review appraiser’s report in accordance with 49 CFR Part 24;

e. As applicable, review appraisals submitted by parcel owners; and

f. Prepare and recommend just compensation for all parcels.
