The City of Springfield is requesting proposals for the disposition and redevelopment of East Side Main Street (Parcel Number 08130-0409) located at the corner of Main and Waverly Street.

The property consists of a vacant parcel with approximately 14,174 square feet of total land area. The property is located in the North End neighborhood with excellent access to Interstate 91 and Interstate 291.

This property is being sold “as is,” and the City makes no representations regarding environmental condition and will require the buyer to assume responsibility for these conditions.

The City has not and does not make any representations or warranty as to any matter affecting or relating to the facilities, including but not limited to the physical condition thereof, and the selected developer acknowledges that no such representation or warranty has been made and agrees to take the facilities in “as is” condition on the date of this agreement. The City shall not be liable or bound in any manner by any statement, representation, information pertaining to the facilities which may have been furnished to the developer by any of the City’s employees, attorneys, agents, servants, or other persons.

Location and Site Information

The property is located on the corner of Main and Waverly Street in the North End neighborhood of the City with excellent access to Interstates 91 and 291. The property consists of a vacant parcel with approximately 14,174 square feet of total land area.

The property is zoned Business A.

Development Concept

The City will favor development proposals for commercial and/or retail development that creates jobs for local residents and protects the character and quality of the neighborhood. Additionally, the City will give preference to development plans that intend to utilize the site for an “essential neighborhood business.” Essential neighborhood businesses are those that provide services to address pre-existing health, social and economic disparities exacerbated by the COVID-19 pandemic within disadvantaged communities.


Essential neighborhood businesses would include pharmacies, grocery markets, health clinics, childcare facilities, etc., particularly where that particular service doesn’t already exist within the neighborhood and/or the existing services don’t exist in a large enough quantity to adequately serve the needs of the community.

Restrictions and Requirements

The following uses are not allowed, and the property will be conveyed with a deed or leased with these restrictions prohibiting them in the future:

• Uses not allowed within Business A zoning.

• Developers should review the Article 7 of the Springfield Zoning Ordinance, specifically, Section 7.1.50 – Design of Off-street Parking Areas.

In addition:
• The property will be conveyed with deed restrictions and a reverter clause which require the development of the site to be complete within 18 months of conveyance of the deed.

• Selected proposal will subject to all current zoning, building restrictions and controls as well as complete site plan review by the Office of Planning and Economic Development, and any other City departments (i.e. DPW).

The City, in its sole and absolute discretion, with or without cause, and without liability of any kind to any Proposer, reserves the right to:

• Accept or reject any and/or all proposals, either in whole or in part, waive any informality of any proposals, cancel this RFP at any time and/or take any action in the best interest of the City. The City’s decision in all matters shall be final;
• Retain all proposals for official record purposes, including a copy of the selected Proposer’s proposal and supporting documentation, and/or use them in whatever manner it deems appropriate;
• Investigate the financial capability, integrity, experience and quality of performance of each Proposer including all major stockholders and principals;
• Request an oral presentation from any Proposer; and
• Request any additional information from any Proposer.

MINIMUM QUALIFICATIONS

Acceptable proposals shall include a cover letter and a minimum qualification statement that outlines AT A MINIMUM the following (forms for items a-h below are provided with the RFP package):

a) Request for Proposal Form Completed and Signed
b) Tax Certification Affidavit, Signed and Notarized
c) Collusion Statement
d) Disclosure of Beneficial Interests, completed and signed
e) Affirmative Action Form, signed
f) A price offering for the purchase of the property. Note: The City is willing to accept price offers under the assessed value as long as the proposer provides a reasonable justification for the price offer and the proposed project is deemed by the City to have the highest public benefit
g) Information concerning the Proposer, including the person to be in charge of the development process and each key personnel, general contractor to be assigned to the project. Include an organizational chart showing the reporting structure and a narrative description. State the reasons that the Proposer’s organization and team members are considered appropriate for the project. Provide for each person listed: Name, title, and current office address.
h) State if the proposer, its Principal and/or if personnel has filed for U.S. Bankruptcy Court Protection during the past seven (7) years and, if so, describe the circumstances and disposition of the case.
i) If the Proposer is a joint venture, provide the joint venture agreement and a statement that all joint venture partners will be jointly and severally liable. Final award will be subject to the City’s review of the joint venture agreement.

The Proposer shall also submit the following information which will be used to evaluate the strength of each proposal. Providing the information requested in this section is mandatory.

Each Proposer shall submit the following in their proposal:

A Development Plan. The development plan should include:
• Description of the proposed uses for the property.
• Timeline (summary of critical milestones in the development process).
• Development team (summarize what role each member will play).
• Estimate the number of full time and part time jobs to be created and/or retained as a result of this development.

Project Budget. The budget should detail a preliminary estimate of project costs and sources of funding for these costs. Sources may be documented with a letter from a financial institution or other lender. Budget should include the purchase price of the property.

Site Plan. A detailed site plan should be submitted that shows parking, building dimensions, exterior building improvements, and landscaping. Parking areas must indicate number of spaces and landscaping areas need to be clearly marked.

Previous Experience. Describe the proposer’s background and experience in projects of comparable size and complexity, including experience with redevelopment of polluted properties. List other real estate owned and/or development done in the past five years.






The City of Springfield shall not be liable for costs incurred in the preparation of a response to this RFP or in conjunction with any presentations before City agencies, the public or awarding authorization. All materials developed under this RFP shall become the possession of the City of Springfield.
