22-073 - Invitation for Bids On-Call Site Work/Excavation Services

The City of Springfield through its Department of Parks, Buildings, and Recreation Management – Facilities Division, is issuing this Invitation for Bids from qualified contractors to provide On-Call Site Work/Excavation services. The purpose of this procurement is to secure services of established, qualified service providers with demonstrated experience in a variety of public works construction projects and who are prepared to respond to department’s immediate (emergency) short- and long-term needs. Any City department (subject to funding) may make use of this Agreement with the awarded Contractor.

The City of Springfield reserves the right to add mutually agreed upon items/services at any time during the life of the contract(s). The services in this project are subject to M.G.L. Chapter 30§39M, as well as other applicable statutes. The City reserves the right to solicit other proposals for work that is not a part of this proposal.

Bidder must meet and be in full compliance with all Federal, State and Local Laws and Regulations including OSHA requirements and Prevailing Wages Laws. The City of Springfield Office of Procurement has created this Bid for On-Call Site Work/Excavation Services and Maintenance for jobs less than $50,000.00. (Less than $50,000.00 per job)

This Price Agreement is to continue to provide a standardization of material, product and repair methods to the existing program of preferred material and equipment standards through the City. Any references to a particular trade name or manufacturer in this specification is provided to establish a standard level of quality and performance and not intended to restrict any goods or services as an/or equal or equivalent, as may be provided by the contractor.

Contractor Qualifications

1. Identification of Key Personnel. Bidder must provide any/all employee names that will be working on the project as well as their license numbers or photocopies of any licenses that may apply and copies of their full resumes, if possible. Contractor must also provide billing and emergency contacts.

2. Bidder must have been in the same business for five (5) years prior to release date of this IFB.

3. Bidders must hold both a Hoisting License and CDL License issued by the Commonwealth of Massachusetts. License must be in good standing to qualify for evaluation.

4. Bidders must be in full compliance with OSHA 10 Regulation all required employees of the company must hold at a minimum OSHA 10 certification card. Bidder must submit OSHA 10 Certification card with bid submission.

5. Bidder must provide three (3) letters of reference from a municipal entity or from their largest customers in Western MA area. Bidders must submit reference letters must substantially relate to scope of services required with bid 22-073 with bid submission (See Exhibit C)

6. Contractors must respond to service calls if requested by the Eligible Entity and be available 24 hours per day, 7 days per week, and 365 days per year.

All inquiries related to the requirements should prominently refer to “Bid No. 22-073, On-Call Site Work” and the bid opening date. In order to be considered, questions must be made in writing and received by the Office of Procurement no later than November 8, 2021 by close of business. Responses to inquiries will be in the form of a numbered addendum to the specifications issued by the Office of Procurement and sent via email to all parties listed in the bid file as Bidders(s) holding the bid documents. Bidders should base responses only on the specifications including any addenda.

A. General Scope of Services

1. The City will request support from on-call site work vendors to address a myriad of diverse issues. Many of these operations will vary drastically from each other but will all fall under the blanket of site work.

2. The Contractor will regularly be called upon to furnish and utilize heavy or specialized equipment for the completion of work or tasks requiring said equipment. This may be to perform work in areas inaccessible without specialized equipment including lifts, cranes, Lulls or other heavy equipment. This work may also include moderate to heavy excavation and construction site development for existing or new construction.

3. Work may occur on school, park or municipal grounds. Work may occur in conjunction with other mechanical or specialized contractors requiring the support of the on-call site work contractor for a portion of the total job

4. The successful site work contractor(s) should be versed in drainage, sanitary, general construction, asphalt and masonry work to facilitate the varying demands of the CITY’s site work contract.

5. This contract will also cover semi-emergency or time sensitive situations where the need to seek emergency procurement methods are not present. This could relate to building structural concerns where the services of an on-call site work contractor are necessary to protect the structure and potential occupants. This may include setting up appropriate construction or safety barriers to protect a site or the public from conditions unsafe for access.

6. The on-call site work contractor(s) may be asked to support the Departments following severe weather-related issues including flooding, snow, tree damage, wind damage and any other natural incident requiring specialized site work personal or equipment.

7. The successful site work contractor(s) will be well experienced in the construction field and capable of handling most any request relating to construction, repair and maintenance or public buildings, ways of travel and open spaces.

A. Codes and Standards

1. All work shall conform to the standards set by applicable Federal, State and local laws, regulations, ordinances, and guidelines in such form in which they exist at the time of the work on the contract, and as may be required by subsequent regulations. In addition to any detailed requirements of the Specification, the Contractor shall at his own cost and expense comply with all laws, ordinances, rules and regulations of Federal, State, Regional and Local Authorities regarding handling and storing of hazardous materials. This includes all applicable OSHA regulations.

2. All regulations and other governing agencies in their most current version are applicable throughout this project. Where there is a conflict between this Specification and the cited State, Federal, or local regulations, the more restrictive or stringent requirements shall prevail. This Section refers to many requirements found in these references, but in no way is it intended to cite or reiterate all provisions therein or elsewhere. It is the Contractor's responsibility to know, understand, and abide by all such regulations and common practices.

B. Compliance Information

1. Prevailing Wages Information and sample sheets are attached to this IFB in Exhibit D. The Contractor must comply with prevailing wage rates as set by the Department of Labor Standards in accordance with Chapter 30 §39M and Chapter 149 of the Massachusetts General Laws. The awarded Contractor shall submit weekly payroll sheets to the City’s Compliance Officer as proof that the wages set are being paid. These payroll sheets are subject to audit by the Compliance Officer of the City of Springfield.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
