22-028 - Duggan Middle School Athletic Field Upgrades - Feasibility Study

Invitation: The City of Springfield (“Owner”) is seeking the services of a qualified “Designer” with the meaning of M.G.L. Chapter 7C, Section 1, to provide professional design and potential construction administration services for the Feasibility and Preparation of Construction/ Bidding Documents at Duggan Middle School in the City of Springfield, Massachusetts. Selection of a Designer will be made by the Designer Selection Panel of the City of Springfield, in accordance with all sections of M.G.L. Chapter 7C, as amended by Chapter 165 of the Acts of 2012.

The Owner is seeking designs, specifications and construction documents for the above-mentioned project work, and continuing through the bidding and potential construction administrative phases, including final closeouts and warranties should the project progress to this stage. As a part of this RFQ, the designer selected will be required to coordinate all of their project scope and work with other designers previously hired for other building systems work at the location. All work to be performed will be subject to the approval of the Project by the Springfield City Council, as recommended by the Department of Parks, Buildings, & Recreation Management (DPBRM), and further subject to adequate funding authorized by the Owner.

The Project Cost for this Feasibility Study- phase one, must not exceed $50,000- fifty thousand dollars. Total project funding will be pursued based on the recommendations of the Feasibility portion of this project. Assuming the project moves forward, additional funding for project completion- phase two may be negotiated based upon generally accepted industry practices. Depending upon the project scope as agreed upon by the Owner and that are ultimately approved by the City of Springfield.

Pursuant to M.G.L. Chapter 7C, Section 6, the Designer must agree to contract with minority and women-owned business as certified by the State Office of Minority and Women Business Assistance (SOMWBA). The amount of participation shall be as listed each January in the on-line Central Register maintained by the Commonwealth’s Department of Labor. For the purposes of this RFQ, the stated percentage amount listed for the current calendar year of 2015 shall be the utilized for all portions of the contract for services. The minority and women-owned business enterprises must be selected from those categories of work identified in Section F of this RFQ.

Background:
The City of Springfield has allocated funding for a feasibility study to evaluate existing conditions and prepare initial/ limited construction/ bidding documents for the potential upgrade of existing athletic fields located at Duggan Middle School- 1015 Wilbraham Rd, Springfield, MA 01109. It is the intention of the City through the DPBRM to evaluate existing conditions, make recommendations for the possible installation of turf field (s), supporting athletic structures and general site improvements for a large open area located behind the main school building.

Project Goals and General Scope:
The Owner is seeking the design services of a Massachusetts licensed architect to provide designs, specifications and construction administrative services through the design development, construction document, bidding, construction and closeout phases of this potential project. For phase one, the Owner is looking to have preliminary drawings, specifications and costs estimated. Subsequent phases will include construction oversight.

The target for initial work on-site is not yet specified. Assuming that the project is funded/ approved to move forward, the consultant selected to design and implement the plans will be required to meet down-time schedules in order to meet the occupancy, and the proposed timeline. Due to the time constraints, it is contingent upon the designer chosen to coordinate all proposed project and work plans with other projects and the school’s general operational schedule.

C. Scope of Services:

This RFQ will be appended to and become part of the Contract for Designer Service. Any Designer selected as a result of this RFQ will be required to execute the Contract for Designer Services that is attached hereto. Designers submitting an application in response to this RFQ must specify any exceptions to the Contract at the time of applications. The Owner may consider any such exceptions but shall not be bound by any such exceptions. A failure to specify exceptions will be deemed an acceptance of the Contract’s terms and conditions.


All interested parties should attend a briefing session/site walk on: August 25, 2021 at 10:00 a.m.at the Duggan Middle School- rear of building at 1015 Wilbraham Rd, Springfield, MA 01109. (Total time estimated to be 1-1/2 hours)

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
