22-001 - Clean-Up and Board & Secure Services for Vacant City Properties

The City of Springfield is requesting bids for cleanup and/or securing of various properties throughout the City of Springfield, this is to include mowing, clearance of vegetative debris and overgrowth, debris removal and boarding and securing of vacant buildings. The Office of Housing issues this Invitation for Bid to Contractors who have an interest in furnishing all equipment and labor for cleanup and/or securing of various properties as required by the Office of Housing.

The City hereby requests sealed bids for cut/cleaning, clearing, debris removal and boarding and securing services for the period August 1, 2021 to July 31, 2022. The City reserves the right at its sole discretion to renew this Agreement for an additional two (2) one (1) year terms.

This bid is being ruled by MGL Chapter 30, section 39M.

Instructions to Bidders-Terms and Conditions

Proposals may be delivered by U.S. Mail, Federal Express or other such service or by hand. Delivery by facsimile is prohibited. It is the Bidder’s sole responsibility to ensure that its proposal is received at the proper location at or prior to the deadline.

The bid documents shall be submitted in duplicate in sealed envelope addressed as set forth above. Each envelope shall be clearly marked “BID FOR ON-CALL CLEANUP AND/OR SECURING OF VARIOUS PROPERTIES FOR CITY OF SPRINGFIELD,
BID NO: 22-001”

Bids which are incomplete, not properly endorsed, or signed or otherwise contrary to these instructions will be rejected as informal by the Chief Procurement Officer. CONDITIONAL BIDS WILL NOT BE ACCEPTED.

Bids submitted by corporations shall be executed in the corporate name by the president or other corporate officer accompanied by evidence of authority to sign and attested by the secretary or assistance secretary.

Minimum Qualifications

Bidders shall meet the listed minimum qualifications. The Bidder and each of the Bidder’s key personnel shall have a minimum of two (2) years experience.

The Contractor will be required to indemnify and save harmless the City of Springfield from all bodily injury and property damages that may occur due to his negligence or that of his employees, subcontractors, etc., during work under this contract, or all extra work covered by this contract.

The Contractor shall carry public liability insurance with an insurance company satisfactory to the City of Springfield so as to save the City harmless from any and all claims for damages arising out of bodily injury to or death of any person or persons, and for all claims for damages arising out of injury or destruction of property caused by accident resulting from the use of implements, equipment or labor used in the performance of the contract or from any neglect, default or omission, or want of proper care, or misconduct on the part of the Contractor or for any one in his employ during execution of the work.

All policies of liability insurance shall include the City of Springfield as named additional insured. Prior to Contract Execution by the successful bidder, the Contractor shall submit a certificate of insurance and a copy of the insurance policy.
The Contractor and each of his subcontractors are required to produce and maintain during the life of the contract, Contractors/Subcontractor’s Public Liability Insurance, including bodily injury, and Property Damage.

The Contractor and each of his subcontractors are required to provide and maintain during the life of the subcontract, workmen’s compensation insurance.

The Bidder shall be duly qualified and licensed to do business in Massachusetts, in accordance with all applicable laws. The Bidder and each of its employees shall be duly licensed, registered or otherwise qualified, if so required by law or regulation, to perform services described in these specifications. The Contractor is to give authorities proper notice relating to the work, obtain official permits when required and pay all proper fees for the same.

The premises shall be kept clean and free from debris. Upon completion of work, all rubbish and surplus materials then remaining in or about the building or grounds shall be removed promptly, leaving the premises in perfect and proper condition.

The Bidder shall supply the information set forth in the bid forms. Each Bid shall clearly state how the Bidder meets each of the minimum criteria set forth in this section. Bidders that do not meet the Minimum Criteria will be rejected.

Bidders shall submit bids for the entire project. Bids for only a portion of the property maintenance and debris removal services will be rejected.

Any contracts awarded from this IFB will be subject to the Massachusetts Prevailing Wage Laws. Please see Exhibit C for prevailing wage information. All certified payrolls and related prevailing wage documentation must be sent to the attention of the Project Management Compliance Officer and addressed to:

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
