The City of Springfield has decided to cancel this bid.

Cancellation of this bid comes as a result of the City of Springfield moving forward with a complete demolition of the site. The City will re-bid this disposition with an adjusted specification in the near future. Procurement will notify you when the new bid is available.

The City of Springfield is requesting proposals for the redevelopment of the former Massachusetts Career Development Institute (MCDI) building located at 140 Wilbraham Avenue. The City will entertain all offers.

Site Information
The property at 140 Wilbraham Avenue is located within the Upper Hill neighborhood of Springfield. It contains 111,949 square feet, or approximately 2.5 acres. The two-story brick building, known as the Hutchings Narrow Fabric Building, was constructed in the 1890s along the along the Highland Division of the New York, New Haven, & Hartford Rail Road, which spurred industrial development along its line. The building was then occupied by the Brooks Bank Note Company, and in more recent years, it was home to the Massachusetts Career Development Institute, a vocational school until the school’s closure in 2013.

An extensive fire damaged the southern side of the building in 2016, causing a portion of the building to be demolished in order to fully extinguish the fire. The City has cleared demolition debris from the site and anticipates performing a minimal amount of selective demolition to abate some remaining immediate safety issues at the property. Selective demolition will include removal of the Garage Building, loading dock and chimney as part of securing the site for future site development.

The City is contracting with ATC Group Services LLC (ATC) and Hill Engineers to make the main historic building is weather tight in preparation for development.

This work will include a First floor overhang in southeast corner to be removed in its entirety back to next column line; existing columns will be plumbed and repositioned to original location and secured in place; Existing beams where unsupported from original masonry walls will be jacked and shored to original locations and new built-up wood columns installed for support; existing damaged masonry walls and piers on west and east walls will be removed back to undamaged structurally sound masonry walls; floor and roof edges will be cut back or infilled to south wall timber frame line; floor slab will be cut and a trench installed along the entire length of the south wall to provide drainage away from basement slab; a 2 x 6 wood stud wall be installed along the entire column timber frame on the south wall and return back to the west and east wall; weather resistant zip sheathing will be installed over the entire south stud wall and return back to the remaining masonry wall on the east and west side; tape all joints of the zip sheathing; flash and seal for a weather-tight installation at base, walls, and roof.

Upper Hill Neighborhood
The property at 140 Wilbraham Avenue is located within the Upper Hill neighborhood. Upper Hill is located towards the center of the city, about two miles from downtown Springfield. The neighborhood contains approximately 329 acres, and is among the smaller of the City’s seventeen neighborhoods. Its’ principal boundaries are State Street to the north, the former Highland Division Rail Line to the west, Watershops Pongs to the south, and portions of Roosevelt Avenue, Wilbraham Road, and Watershops Pond on the east. Upper Hill contains part of the Winchester Square Historic District, listed on the National Register of Historic Places. Both the Indian Motocycle Factory and the Knox Car Factory on Waltham Avenue are part of this district.

The City is most interested in proposals that will improve what remains of the existing structure in a way that compliments the surrounding neighborhood. While financial benefits (i.e. price paid for the property) of a proposal are important to the selection of the developer, coupled with all selection criteria, the City will also consider the broader community and economic developments to be realized from the development project. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

The City is most interested in proposals that creatively integrate the site with the surrounding area, respecting zoning, and in a manner that creates a viable redevelopment opportunity and enhances the aesthetic appeal of the streetscape. Proposers should be familiar with abutting uses and mindful of such when developing a redevelopment project and program to ensure the project is respectful of existing neighbors.

All bidders are buying property subject to all current zoning and building restrictions. Property is being sold “as is” and the City makes no representations regarding the physical or environmental conditions. The selected developer accepts the property “as is” with no exception.

If a nonprofit organization is chosen preferred developer, it will be expected to enter into an agreement with the City to make an annual in-lieu-of-tax payment, the amount of which will be fifty percent (50%) of the tax that would otherwise be paid by a for-profit venture.

This Request for Proposals is for the real property only. All contents of the property and any personal property therein may not be included in this sale at the discretion of the City of Springfield.

The City of Springfield has made all efforts to ensure that the information is accurate. However, it is the buyer’s responsibility to investigate to their satisfaction any matter as it may relate to the property.

Assistance in the completion of a submission including any assistance in assembling a development team and/or financial analysis cannot be provided.

In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions one week prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than April 19, 2021 by 4:00 PM. Questions may be emailed to Lauren Stabilo, CPO at lstabilo@springfieldcityhall.com . The Office of Procurement will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP, no later than April 21, 2021.

To maintain a fair and impartial competitive process, the Chief Procurement Officer can only answer written questions. Please avoid private communication with any RFP Committee Member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.

A Site Tour will be available on Thursday, April 1 at 10:00 AM. Those attending site tours should wear appropriate clothing and footwear and should bring a flashlight. Access will only be allowed in secure areas and interested parties will be required to sign a waiver before entering. Please note additional access will scheduled at the convenience and sole discretion of the Office of Housing/Community Development, during regular business hours.
