21-086 - RFP for Micro-Grid Feasibility Study for City Hall Complex

The City of Springfield seeks innovative solutions to decrease its’ GHG emissions and reduce its’ reliance on the grid. Therefore, the City of Springfield is seeking a consultant to complete a Micro-grid feasibility assessment of the City Hall Complex in downtown Springfield.

The Consultant will evaluate five separate publicly owned buildings downtown and develop preliminary designs of a micro-grid that would serve the City’s needs, and perform technical and financial feasibility assessments to evaluate the proposed project’s viability.

The City of Springfield is seeking proposals from qualified individuals, firms, entities and/or joint ventures (hereafter “Consultants”) to complete a micro-grid feasibility assessment of the City Hall Complex in downtown Springfield.

Evaluation should include a review of the following City owned buildings for potential inclusion within the micro-grid:

• Springfield City Hall, 36 Court Street
• Springfield Symphony Hall, 34 Court Street
• City Hall Annex, 1600 E. Columbus Avenue
• Annex Control Building, NS Court Street, Parcel 12
• GAR Building, 68 Court Street


Site Visit

A Walk thru for the five properties will be held on December 18, 2020 at 9:30a.m starting at City Hall 36 Court Street, Springfield MA 01103. Any questions regarding site visit can be directed to City of Springfield Facilities Engineer and Sustainability Coordinator, Gerard Kiernan at (413)787-6238.

Feasibility study should include the following:

1. Proposed projects should demonstrate significant potential to reduce GHG emissions through the integration of energy efficiency, Solar Photovoltaic, Wind, Cogeneration, Combined Heat and Power (“CHP”), renewable energy systems, electric and/or thermal storage technologies, demand management, and other relevant technologies.

2. Demonstrate potential to support the distribution system by addressing capacity concerns, providing black start capability, facilitating renewables integration, or providing other services that are meaningful to the City and local utility.

3. Develop a preliminary assessment of technical design and system configuration. This will include a review of site constraints and opportunities, including evaluation of existing physical structures to ensure buildings have the capacity and layouts necessary to host proposed systems. Will also include a review of historic protections on existing buildings and ensure historic requirements are taken into consideration in assessment of proposed projects.

4. Assess required utility and/or regulatory approvals, and provide understanding of any anticipated barriers to approval of proposed projects.

5. Develop a preliminary assessment of the micro-grid commercial and financial viability. Including estimated financial cost of proposed micro-grid. Recommendations on energy credits and/or funding opportunities to fund proposed projects, including potential to attract third party investment.

6. Any other relevant or meaningful information that should be included to assist City officials in determining feasibility and whether a project should be pursued further.

The successful consultant shall have an appropriate combination of the following:

1. Proposer has demonstrated extensive relevant experience necessary to provide the requested micro-grid feasibility study.

2. Proposer has provided a quality proposal that addresses all areas of the City’s request.

3. Proposer has demonstrated the capacity required to complete the feasibility study by providing a detailed work plan that meets necessary timeline goals.

4. Proposed has a demonstrated track record providing comparable micro-grid feasibility services to other public entities.

Submission Requirements

Separate, sealed written qualifications and price and non-price proposals are due no later than January 6, 2021 by 2:00 p.m. Any proposals received after this time and date will not be considered and will be returned unopened to the proposer. The submission must be identified with the caption “Micro-grid Feasibility Study for City Hall Complex”

The City reserves the right to waive any informality in the proposal, to reject any or all proposals or to accept any proposal which it deems to be in the best interest of the City.

Bidders may submit in either of the following ways. All bids will be time stamped and must be received no later than the due date and time.

1. Deliver your sealed bid package with City employee located at a desk at the back by the Pynchon Street entrance to City Hall.

2. Sealed bids can be sent to City Hall through the US Postal Service or other delivery services (e.g. FedEx, UPS, and Courier Service).

It is the sole responsibility of the Proposer to ensure that the proposal arrives on time at the designated place. Late proposals will not be considered and will be rejected and returned.

Prior to bid opening, bidder may correct, modify or withdraw its bid by making the request in writing prior to the time and date for the bid opening. All corrections and modifications must be delivered to the Office of Procurement in a sealed envelope with a notation on the envelope stating that it contains a modification or correction of the original bid submitted for Bid No. 21-086 and indicating the date and time of the bid opening.

Candidates are asked to mail or hand-deliver one (1) original and one (1) electronic copy of both the non-price (technical) and price proposals. All proposals to be considered must be prepared in accordance with the requirements as specified in this Request for Proposals (herein “City Hall Micro-grid Feasibility Study”) dated December 2020.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
