IFB: FOR CONSULTING SERVICES TO PROVIDE TRAUMA-INFORMED CARE TRAINING, EVALUATION AND COACHING FOR HOMELESS SERVICE PROVIDERS

PURPOSE

The Springfield-Hampden County Continuum of Care (CoC), through its Collaborative Applicant/ Unified Funding Agency the City of Springfield, seeks a Consultant or Consulting Team to: 1) create and provide system-wide training for homeless service providers in trauma-informed care practices, with a particular focus on practices relating to intake and collection of personal information; 2) provide a tool and support to assist 16 CoC- and ESG-funded providers to each complete a trauma-informed care self-assessment and identify areas and strategies for improvement; and 3) undertake an evaluation of the policies, procedures, and physical set-up of five emergency shelters/systems (one for youth 18-24; one for individuals; and three shelter agencies serving families with children) and provide recommendations and support to the organizations to improve their policies and practices to make them trauma-informed.

The cost of this consulting project is not to exceed $43,800.

TIMELINE

The project will begin in November 2020 and must be complete by September 30, 2021.

BACKGROUND

The CoC is a network of municipalities, organizations, community residents, and businesses that coordinate initiatives with the primary goal of ending homelessness in our community. The CoC’s members work to address homelessness through a coordinated, community-based process of identifying needs and building a system of housing and services to address those needs. The geographic area of the CoC includes all cities and towns within Hampden County, Massachusetts.

The CoC has received a Homeless Management Information System (HMIS) capacity-building grant from the U.DS. Department of Housing and Urban Development (HUD), which is directed toward improving the CoC’s data quality. A portion of this grant is being used to provide trauma-informed care training and support as a means of improving the quality of personal data collected and reported in the system. The CoC expects that increased responsiveness of all staff to trauma will increase the quality of data collected and increase the likelihood of collecting outcome data for people served by participating agencies.

The CoC’s goal is to provide in-depth training, evaluation, and coaching throughout the grant term to elevate the understanding and application of trauma-informed care practices throughout our CoC’s homeless response system.

PROJECT REQUIREMENTS

The project consists of three parts:

1. Training. The Consultant will design and deliver a training package to staff at CoC- and ESG-funded agencies on incorporating trauma-informed practices into their homeless outreach, shelter and housing operations. It is expected that training will be in-depth and repeated so that it will reach all staff and provide both understanding of the impacts of trauma and practical ways to integrate trauma-informed care into work practices and environments.
2. Self-Assessments and Coaching. Consultant will provide a tool for homeless provider agencies to use to undertake a self-assessment of their environments, policies and procedures and provide support and coaching to the agencies to assist them to develop areas and strategies for improvement.
3. Evaluation and Recommendations. Consultant will evaluate the physical spaces, policies, and practices of five agencies that provide emergency shelter to people experiencing homelessness, with the goal of identifying areas for improvement and recommending strategies to make the spaces, policies and procedures trauma-informed.

In order to provide prompt answers to questions, the Springfield Procurement Office requests that all proposers submit written questions. The Procurement Office will compile written answers, which will be emailed back to all Proposers who requested a copy of the IFB, no later than October 28, 2020.

Proposals will be received until 2:00 P.M., EST, Wednesday, November 4, 2020 at the Office of Procurement. The deadline will be strictly observed. Proposals delivered to any other office or location will be rejected as non-responsive. If at the time of the scheduled IFB submission, City Hall or the Office of Procurement is closed due to uncontrolled events such as fire, snow, ice, wind, or building evacuation, the IFB submission will be postponed until 4 pm on the next business day on which they are open.

Proposals shall be delivered by U.S. Mail, Federal Express or other such service or by hand. Delivery by facsimile or email is prohibited. It is the Proposers sole responsibility to ensure that its proposal is received at the proper location at or prior to the deadline.
