THE OPPORTUNITY

The City of Springfield is requesting proposals for the redevelopment of the properties known as E S Armory Street. The properties are located in the McKnight Neighborhood. The properties consist of four distinct parcels totaling 15,835 square feet.

The City’s goal is that any development be compatible with the character of Springfield and enhance the positive qualities of its neighborhoods It is a further goal that proposals for the property be economically viable and demonstrate an ability to generate activity in McKnight Neighborhood and further benefit the greater Springfield community.

The Property is being offered subject to the process outlined within this RFP and the City reserves the right to reject any or all redevelopment proposals. While all information furnished herein was gathered from sources deemed to be reliable, no representation or warranty is made as to the accuracy or completeness.

TARGET AREA LOCATION

The four parcels are located in the McKnight Neighborhood. Although the section of the neighborhood where the parcels are located is primarily industrial, the area also has a mix of commercial and residential uses. The E S Armory locations are located within easy access to both Interstate 91 and Interstate 291 and the Mass Pike is also within a short driving distance to the E S Armory Street parcels.

The private sector has invested heavily in this area which has revitalized significant portions of this community. The site is within 1.5 miles to the City’s downtown which houses many of Springfield’s cultural amenities. The primary commercial corridor of the City runs along Main Street to the north & south. The Main Street corridor is characterized by numerous small stores and shopping centers and office buildings. These amenities include Symphony Hall, City Stage, the Library & museums at the Quadrangle and the new MassMutual Convention Center.

Given the locations of E S Armory Street and its proximity to Springfield’s numerous assets, the city believes that this site offers a unique opportunity for redevelopment.

PROJECT PROGRAM PARAMETERS

The City is soliciting proposals from developers interested in undertaking a major development project. The Request for Proposals (RFP) has been developed to permit maximum flexibility to potential developers. Developers are requested to provide their own development concept plan consistent with surrounding land uses. Proposals shall also contain an analysis of the method in which the Proposer will mitigate the impacts upon transportation, utilities, the environment, etc. caused by the proposed project.

Environmental Conditions

The city has not completed any environmental investigations on these properties.
The City has not made and does not make any representation or warranty as to any matter affecting or relating to the parcels, and the selected developer acknowledges that no such representation or warranty has been made and agrees to take the site in “as is” condition on the date of this agreement. The City shall not be liable or bound in any manner by any statement, representation, or information pertaining to the facilities which may have been furnished to the developer by any of the City’s employees, attorneys, agents, servants or other persons.

The selected developer has had a fair and complete opportunity to inspect the parcels and accepts it “as is” with no exception. The selected developer agrees to indemnify the City, and hold the City harmless, from all damages, losses, and liabilities (including without limitation attorneys’ and experts’ reasonable fees and disbursement) arising under federal and state environmental statutes and regulations as a result of a relating to any conditions or activities at or involving the location. Any report that the proposer creates or has created for the proposer by a third party will be distributed to the City at no fee or cost to the City.

Zoning

The current zoning for all included parcels is Business A. All bidders are buying property subject to all current zoning and building restrictions. Changes to the use of the building may require a variance. The City makes no representations regarding success of variances and/or specials permit applications.
The City of Springfield shall not be liable for costs incurred in the preparation of a response to this RFP or in conjunction with any presentations before City agencies, the public or awarding authorization. All materials developed under this RFP shall become the possession of the City of Springfield. Proposers shall submit proposals that conform to the following components, aspects, features and requirements for the subject site:

• Illustrative site plan showing setbacks, height of structures, number of housing units, square footage of retail, open space, public amenities, project parking spaces, public parking spaces, linkages to downtown core, open space and other site elements;
• Floor plan for each proposed level indicated;
• Design features of the housing units;
• Conceptual illustration of landscaping of the entire site;
• General description of an approach to lighting to lessen the use of light poles, bright lights and glare as seen from abutting properties, yet allows for pedestrian safety.
• Proposal Deposit: A $5,000 refundable deposit is required with each submitted proposal. The deposit would returned to those bidders that are not awarded the project and the deposit would become non-refundable to the proposer that is awarded the project, with the deposit going towards the purchase price.

In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement, not later than Wednesday, September 30, 2020. To maintain a fair and impartial competitive process, the Chief Procurement Officer can only answer written questions. Please avoid private communication with any municipal employee or committee member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified
