20-042 - Consulting Services: Youth Homelessness Demonstration Project

The Springfield-Hampden County Continuum of Care (CoC) has been selected by the U.S. Department of Housing and Urban Development (HUD) for a Youth Homelessness Demonstration Project (YHDP) grant in the amount of $2.4 million. YHDP requires selected communities to complete a Coordinated Community Plan to prevent and end youth homelessness. An initial draft of the Plan is due to HUD December 29, 2019 and the plan must be complete and approved by HUD by the end of April 2020. The Plan will include: the community’s shared vision; list of goals, objectives and action steps; list of projects to be funded by the YHDP grant; a governance structure for oversight of the plan; a plan for continuous quality improvement; and a plan for measurement of progress towards the community’s goals.

The Plan will build off the CoC’s recent assessment of youth and young adult homelessness, available at https://springfieldhampdencoc.files.wordpress.com/2019/08/utr_report_8.12.pdf. This needs assessment is soon being made available online on a SquareSpace website and it is expected that the CoC’s Coordinated Community Plan will be made available on the same site once it is complete.

The City of Springfield, as the CoC’s unified funding agency, intends to purchase consulting services to assist with design of the planning process, undertaking planning activities, communication regarding the plan, and initial plan implementation.

TIMELINE

The City is seeking a contract term of one year, with a thirty-day termination notice. The City anticipates awarding a contract with a start date in early October 2019.

Scope of Services

The City of Springfield, as the CoC’s unified funding agency, seeks proposals from qualified individuals, firms, entities and/or joint ventures (hereafter “Consultant”) to provide consulting services to assist the CoC with planning, communication, and administrative tasks related to the YHDP award.

The Consultant shall be responsible for and provide the following services and/or tasks:

1. Assist the CoC in designing the framework for planning process and in planning for meetings which make up the planning process.

2. Coordinate with the CoC’s existing advisors on human-centered/social design (Cheryl Heller and Miya Osaki) in designing a planning process and planning activities that are completed in partnership with youth who have lived experience of homelessness.

3. Participate in planning calls with City staff, and, as appropriate, the YHDP Plan Steering Committee, CoC youth planning staff, the CoC’s advisors on human-centered/social design, HUD, and the CoC’s HUD-provided technical assistance provider.

4. Assist City staff and the YHDP Plan Steering Committee to carry out planning activities, including public meetings, workgroups, trainings, and events. The Consultant must be able to be physically present in Hampden County for participation in planned meetings and events.

5. Advise and make recommendations to the CoC regarding programs and best practices for preventing and ending homelessness among youth and young adults under age 25. This may include researching programs in other communities.

6. Advise and make recommendations to the CoC regarding governance, continuous quality improvement and progress measurement.

7. Consultant will be responsible for preparing the CoC’s draft and final Coordinated Community Plan.

8. Making the final HUD-approved Plan available on the CoC’s SquareSpace website (currently under development).

9. Advise the CoC regarding Plan implementation, including logistics, framework, timing and use of funds, and ongoing staffing, quality improvement and progress measurement needs.

Competencies and Experience

The successful proposer will have a Highly Advantageous combination of the following experience and competencies:

1. Providing consulting services to one or more CoCs that received a HUD YHDP award in round 1 or 2 of YHDP, including participation in planning activities and drafting of the community’s coordinated plan.

2. Superior knowledge of the YHDP, including HUD requirements and expectations.

3. The Proposer must demonstrate understanding of youth homelessness, including the knowledge concerning the following subpopulations of youth: LGBTQ, non-gender-conforming, minors (under the age of 18), youth involved with juvenile justice and child welfare systems, and victims of sexual trafficking and exploitation. Proposer should be familiar with strategies other communities have employed to prevent and end youth homelessness.

4. The Proposer must demonstrate knowledge of racial disparities among youth and young adults experiencing homelessness and strategies that respond to these disparities.

5. Experience incorporating youth and young adults with lived experience of homelessness into planning activities.

6. Familiarity with Hampden County, its homeless youth population, and the role of the CoC. Proposer should be well–versed in the City’s August 2019 Needs Assessment of Youth and Young Adult Homelessness.

7. Ability to use the CoC’s youth homelessness SquareSpace website to communicate regarding the Coordinated Community Plan.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
