at which time the bids will be publicly reviewed in the Office of Procurement Bid Room. Bid documents will be available at no charge beginning June 19, 2019 at 9:00 A.M. Bidders can request a copy on the City’s website on the Procurement Department page at www.springfieldcityhall.com.

The City of Springfield is requesting bids for cleanup and/or securing of various properties throughout the City of Springfield, this is to include mowing, clearance of vegetative debris and overgrowth, debris removal and boarding and securing of vacant buildings. The Office of Housing issues this Invitation for Bid to contractors who have an interest in furnishing all equipment and labor for cleanup and/or securing of various properties as required by the Office of Housing.

The Contract is a Unit Price Agreement with an amount “Not-to-Exceed” Fifty Five Thousand Dollars ($55,000.00) per year. Contract shall be awarded for one year with the option to renew for one (1) one-year ($55,000.00) extension at the discretion of the City of Springfield. One contract will be awarded.

All questions regarding bid or its specifications must be received by the Office of Procurement business no later than June 24, 2019 in order to be considered.

Bids must be submitted with a bid deposit in the amount of five percent (5%) of the bid amount. Bid deposits shall be made payable to the ‘City of Springfield” in the form of a bid bond or certified check, treasurer’s check or cashier’s check issued by a responsible bank or trust company. All bids shall comply with minimum wage rates as set forth under the provisions of MGL 149, Section 26 to 27H.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
