THE OPPORTUNITY

The City of Springfield is requesting proposals for the redevelopment of the property known as E S Main Street. The parcel is located in the Memorial Square Neighborhood and the lot is 8,443 square feet. The parcel was acquired by the City of Springfield by way of tax title in July, 2016.

TARGET AREA LOCATION

The parcel is located at the intersection of Main and Merwin Streets in the Memorial Square Neighborhood. The section of the neighborhood where the parcel is located is primarily a mix of commercial and residential uses. The Memorial Square location is within easy access to Interstate 91, Interstate 291 and the Mass Pike is said to be a short drive from the E S Main Street vacant lot.

The private sector has invested heavily in this area which has revitalized significant portions of this community. The site is within two and half (2.5) miles or a 5 minute drive to Springfield’s Metro area which houses many of City’s cultural amenities. These amenities include Symphony Hall, City Stage, the Library & Museums at the Quadrangle and the MassMutual Center. One of the primary commercial corridors of the City runs along Main Street to the north and south. The Main Street corridor is characterized by numerous small stores, shopping centers and office buildings.

Given the location of the parcels in the Memorial Square Neighborhood and its proximity to Springfield’s numerous assets, the City believes that this site offers a unique opportunity for redevelopment.

PROJECT PARAMETERS

The City of Springfield is soliciting proposals from developers interested in undertaking a development project. The Request for Proposals (RFP) has been developed to permit maximum flexibility to potential developers.

Developers are requested to provide their own development concept plan(s) consistent with surrounding land uses. Proposals shall also contain an analysis of the method in which the proposer will mitigate the impacts upon transportation, utilities, the environment, etc. caused by the proposed project.

Selection Process

This RFP represents the initial step in soliciting proposals from qualified developers. Responses to this RFP should demonstrate the developer’s expertise in quality urban redevelopment.

A review committee will be established to review complete proposals and may be composed of representatives from the Springfield Office of Planning and Economic Development, Community Development, Office of Housing & Neighborhood Services, City Treasurer’s Office and a neighborhood representative.

The City may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events. The Chief Procurement Officer further reserves the right to waive any minor informalities pertaining to any proposals received. The determination of the criteria and process whereby proposals are evaluated, the decision as to who will receive preferred developer status, or whether or not an award shall ever be made as a result of this RFP shall be in the sole and absolute discretion of the City.

If a nonprofit organization is chosen preferred developer, it will be expected to enter into an agreement during development with the City to make an annual in-lieu-of-tax payment, the amount to be negotiated with the Board of Assessors.

The City of Springfield has made all efforts to ensure that the information is accurate. However, it is the buyer’s responsibility to investigate to their satisfaction any matter as it may relate to the property.

The City will entertain all competitive bids for the property. Price will not be the only factor in selection, but proposers are encouraged to make the best financial benefit case possible to the City. .
