19-080 - RFP: Administrator of Employee Assistance Program Services

Project Description

The City of Springfield, Division of Human Resources (hereinafter referred to as “City”), is requesting proposals for an appropriate and qualified Administrator to provide comprehensive Employee Assistance Program (EAP) services as well as Substance Abuse Professional (SAP) services as outlined by the Department of Transportation (DOT).

Purpose

The selected Administrator shall perform the services described herein, for eligible City employees and their family members. The anticipated number of eligible employees is 3,200. The Administrator shall also provide supervisory referral services for all City employees.

Late submissions will not be considered.

SCOPE OF SERVICE

Employee Assistance Program Services

The service provider shall provide a comprehensive delivery system for EAP services for approximately three thousand two hundred (3,200) City employees and their families who are not covered under the Beacon Health Strategies (BHS) employee assistance program through the City’s health insurance program. Such services shall consist of counseling services, case management and administrative referral for any City employee, where appropriate. Types of services shall include, but not be limited to, job related issues, drug and alcohol use/abuse, marital problems, budget/debt issues, and legal counseling as well as health and wellness information. Online services shall be available to all City employees.

The service provider shall maintain frequent personal contact via telephone, fax, e-mail, and quarterly visits with the Human Resources Director and/or designee.

Monthly reports shall be provided by the 15th of each month outlining the prior month’s activity usage, trends and patterns. Such reports shall not include any client identifying information. An annual report shall also be issued with yearly usage trends and patterns with any recommendations. The service provider shall adhere to all confidentiality laws governing the specific services provided.
Substance Abuse Professional (SAP) Services

The service provider shall also provide an inclusive and separate outline of Substance Abuse Professional (SAP) services as mandated by the Department of Transportation and/or collective bargaining agreements. These services shall include supervisor training, SAP counseling services, and coordination of return to duty testing and follow up testing with the appropriate City official.

An annual report shall also be issued with yearly usage trends and patterns. The service provider shall adhere to all confidentiality laws governing the specific services provided.
