19-043 - Redevelop Bay Street and NS Tapley Street Parcels
End date: Thursday November 1, 2018 at 2 p.m.The City of Springfield is requesting proposals for the redevelopment of up to four parcels known as the Tapley Street & Bay Street Parcels. This opportunity requires bidding on two parcels and will also allow a bid alternate/future option on two additional parcels.
There will be a site visit on September 26, 2018 at (10 AM)
Two target parcels addressed by this Request for Proposals are:
1. N S Tapley Street: (Parcel # 11415-0001). The property contains 287,452 square feet.
2. N W S Bay Street: (Parcel # 01085-0081). The area is vacant and has 6,152 square feet.
Two optional parcels addressed under the bid alternate/future option are:
3. N S Bay Street: (Parcel # 01085-0105). The area is vacant and has 222,156 square feet.
4. N S Bay Street: (Parcel # 01085-0110). The area is vacant and has 92,388 square feet.
The City will only entertain proposals that at minimum include both parcel 1 & 2 (11415-0001 and 01085-0081).
The assessed values and zoning for each of the parcels are:
1) N S Tapley Street 11415-0001 assessed values $274,500 Industrial A
2) N W S Bay Street 01085-0081 assessed values $19,400 Industrial A
3) N S Bay Street 01085-0105 assessed values $214,400 Industrial A
4) N S Bay Street 01085-0110 assessed values $193,400 Industrial A
The City will only entertain proposals that at minimum include both parcel 1 & 2 (11415-0001 and 01085-0081).
Proposers may choose to offer on the bid alternate/future option parcels 3 & 4 (Parcel # 01085-0105 & 01085-0110), however it is not required. The city is currently doing environmental assessment on some of the properties which will be available to proposers and/or the selected redeveloper as it becomes available. The option to purchase will expire one year after notice of successful award on the target properties is provided by the city.
The City acquired all parcels via tax title. Each parcel have been identified as a redevelopment site and zoned as Industrial A, keeping in mind that both have suffered from a lack of investment over the years. The parcels are adjacent to rail, and close to major highways.
The two target properties abut one another and are located in the Bay Neighborhood covering an area of 293,604 square feet, or approximately 6.74 acres. The parcels are a short drive to the entrance to Interstate 291.
The two bid alternate/future option properties are parcels 3 & 4 (# 01085-0105 & # 01085-0110 and they total 314,544 square feet, or 7.22 acres.
The selected developer will have a fair and complete opportunity to inspect the parcels and accept the property “as is” with no exception. The selected developer agrees to indemnify the City, and hold the City harmless, from all damages, losses, and liabilities (including without limitation attorneys’ and experts’ reasonable fees and disbursement) arising under federal and state environmental statutes and regulations as a result of a relating to any conditions or activities at or involving the location.
The City recently received funding in amount of $99,940.00 from MassDevelopment to examine the optional parcels in this RFP, Parcels 3 & 4, for environmental contamination. That information will be made available to the public when it is complete later in the fall, 2018.
The City will consider any proposals of any use consistent with zoning and will give special attention to proposals that provide uses that will be beneficial to the concept of the Bay Area Neighborhood Council’s goals as well as the surrounding area.
The City will also give special attention to proposals that provide immediate improvements to streetscape. The City wishes to improve the neighborhood that include new landscaping/trees, removal of existing barriers to pedestrians, removal of visual barriers into the site, improvements for pedestrians and bicyclists, etc. are encouraged.
The site has great vehicle visibility and the City believes an improved streetscape will be beneficial to the appearance and success of the Bay Neighborhood.
