End date: Monday April 23, 2018 at 2 p.m.The City of Springfield is requesting proposals for the redevelopment of seven parcels known as the Worthington Street and Winter Street. The lots are located in the Metro Center Neighborhood, also known as Downtown Springfield and consist of seven (7) separate, abutting parcels for a total area that consists of 36,922 square feet. The parcels are all zoned as Industrial except 12535 – 0271 is zoned as Business C.

The City will consider any proposals of any use consistent with zoning and will give special attention to proposals that provide uses that will be beneficial to the concept of a Downtown Dining District and the overall goals of the Transformative Development Initiative (TDI) district. The City will ONLY considering bids for all properties and will not consider other offers.
The parcels are located just north of the “Downtown Dining District” – a concept that is part of the 2014 Worthington Street Master Plan. The Plan helped gain the district being named one of the first MassDevelopment Transformative Development Initiative (‘TDI’) Districts in the Commonwealth. TDI is a designation that brings with it targeted programs, funding resources and staff from MassDevelopment, all working with local partners to advance the redevelopment plans for the district.
The TDI plan for the Downtown Dining District is focused on innovation – whether it is in the technology, food, retail, or housing fields. The concept behind the District is to attract established restauranteurs to the downtown area. The district is a prime location for restaurants with the additional commuter traffic through Union Station, additional residents living in downtown, and the thousands of new visitors to the MGM development will bring to Springfield each day.
The City is ONLY considering bids for all properties and will not consider offers for single properties.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
