18-013 - RFP: Redevelopment of SS Pine Needle Lane

The City of Springfield is requesting proposals for the redevelopment of the vacant lot located at SS Pine Needle Lane (09745-0012).

The City is seeking proposals that will redevelop, enhance or preserve the existing vacant lot. The City will entertain all offers.

This property is being sold “as is” and the City makes no representations regarding the structural or environmental conditions. The selected developer accepts the property “as is” with no exception. All new construction is required to go through Site Plan Review by the City Office of Planning and Economic Development. Approval of new construction will be at the sole discretion of the City of Springfield.

The following development conditions will apply to the property:

• SS Pine Needle Lane (09745-0012) - The parcel is currently zoned Residence A. The proposed developer should refer to the Springfield Zoning Ordinance, Article 4, Table 4-4 for allowed uses. Property is within a wetlands buffer and will require Conservation approval.

Abutters that purchase vacant lot for additional parking, greenspace and/or accessory uses will be required to legally combine the lot with their existing property to create one parcel, unless an exception is allowed by the City.
A Review Committee will be established to evaluate complete proposals and will be composed of representatives from the Springfield Planning Department, Office of Housing, City Treasurer, Economic Development Department and neighborhood representatives.

The City may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events. The City further reserves the right to waive any minor informalities pertaining to any proposals received. The determination of the criteria and process whereby proposals are evaluated, the decision as to who will receive preferred developer status, or whether or not an award shall ever be made as a result of this RFP shall be in the sole and absolute discretion of the City.

If a nonprofit organization is chosen preferred developer, it will be expected to enter into an agreement with the City to make an annual in-lieu-of-tax payment, the amount of which will be calculated as follows:

(Assessed Value Per Thousand) x (Tax Rate) x (Fifty Percent)

The proposer selected shall make the annual payment in lieu of tax payment commencing in the fiscal year of the closing and all subsequent fiscal years.

This Request for Proposals is for the real property only. All contents of the property and any personal property therein may not be included in this sale at the discretion of the City of Springfield.

All bidders are buying property subject to all current zoning and building restrictions. Changes to the use of the property may require a variance. The City makes no representations regarding success of variances and/or specials permit applications.

The City of Springfield has made all efforts to ensure that the information is accurate. However, it is the buyer’s responsibility to investigate to their satisfaction any matter as it may relate to the property.Acceptable proposals will be judged in accordance with the following Comparative Evaluation Criteria.

2) Project Feasibility
3) Achievement of Public Policy Goals
4) Readiness to Proceed

Vacant Lot was assessed at $49,300.00. The City is requesting the minimum offer of $1000.00





The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
