17-119 - RFP: Redevelopment of 182 Hancock Street

The City of Springfield (hereafter "CITY") is requesting proposals for the redevelopment of 182 Hancock Street in the Old Hill neighborhood of Springfield, MA. The property is visible from the street and the property sits at the intersection of Hancock Street and King Street. The property is two mile from the Interstate 91 on ramp.

The property has a Parcel-ID Number of 06250-0038 and the lot is 4981 square feet. It was foreclosed by Land Court Judgment entered August 2, 2010. The Land Court Judgment was recorded September 1, 2010 at the Hampden County Registry of Deeds in Book 18239, Page 352.

Bidders should note that 182 Hancock Street sits next to an open lot, W S Hancock, and although the two parcels share the same fence only 182 Hancock Street is being put up for RFP and not W S Hancock Street, 06250-0040, which is privately owned. Bidders should closely review maps and boundaries before bidding.

The building, formally used as an automobile repair shop, the exact date of the construction of the building is not known however it is estimated to have been built around 1949. The property sits on the corner of King Street and Hancock Street with a total area of approximately 4,981 square feet. The parcel is also enhanced by a one story building and is currently zoned as Residential B with onsite parking with an assessed value of this property is Valued at $138,100.

The property is being sold “as is” and the City makes no representations regarding the environmental and/or physical condition of the property and will require the buyer to assume responsibility for these conditions. Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations.

Proposers are responsible for making their own determinations of existing conditions.

The street address is 182 Hancock Street and the parcel # is 06250-0038. The property is on the corner of Hancock and King Street. It is important to note that the open lot directly south of 182 Hancock Street is not part of this disposition, and is not owned by the City. That lot (ID# 06250-0040) is privately owned. Bidders should review property maps and boundaries before bidding.

Old Hill is a neighborhood characterized by residential, commercial and institutional uses.

The neighborhood is located less than 1.5 miles or a 9 minute drive east of the Central Business District (Metro Center). Old Hill is one of the smallest of the city's seventeen neighborhoods. It contains 240 acres of land. Its boundaries are Walnut Street to the west; State Street to the north; the abandoned Highland Division Railroad to the east; and Watershops Pond to the south.

The project consists of one parcel of land (06250-0038) with an area of 4,981 feet and the lot is enhanced by a block building that has an area of 1,792 feet. The property is located in the Old Hill Neighborhood at the intersection of Hancock and King Street which is a short walk to State Street and located near and in immediate proximity to American International College, Springfield College, Springfield Technical Community College, Mason Square Neighborhood

Health Center, Mason Square Library, William N. DeBerry and Rebecca M. Johnson elementary schools, and two of the largest drugstores (Walgreen’s and the new CVS). The site is also 1.8
miles from the world headquarters of MassMutual Financial and within a mile of the local office of Liberty Mutual.

The property is less than a mile from State Street which will allow the owner to enjoy the benefit of the State Street Alliance “Corridor Redevelopment Program”. The State Street Alliance is an affiliation of over 50 businesses, community and government entities committed
to the revitalization of the State Street Corridor. The State Street Alliance, via the Springfield Business Development Corporation, contracted a team of local and national consultants to develop the Redevelopment Program which will leverage and complement the $18,000,000 State Street Roadway Improvement Project. The Roadway Improvement Project has reconstructed State Street from West Columbus Avenue to Boston Road. It has address traffic-flow issues and physical conditions along State Street. The specific initiatives to be undertaken as part of the Roadway Improvement Project include carefully designed public improvements (including new sidewalks, street lighting and landscaping); improved safety features for pedestrians and bicyclists; and innovative parking solutions.

Proposers are encouraged to work with neighboring properties to ensure any development proposal is respectful of the historic nature of these structures and cognizant of the needs of these important community institutions.

The parcel (06250-0038) is zoned Residence B. According to City records the existing structure was built in 1920 and is considered a one story three bay garage. The property has an assessed value of $138,100.
The site is on a major public throughway and can be viewed from the public sidewalks at any time. Interested parties are asked not to enter the private property at any time, other than the designated site walks. Attachments include further information on the property.

A site visit will be taking place on Tuesday, March 21, 2017 at 11:00 a.m. – 11:30 a.m.
