16-158 - Redevelopment of ES Pinevale Street (Former Chapman Valve)

The City of Springfield ("City"), hereby issues a Request for Proposals ("RFP") from interested and qualified parties for the disposition and redevelopment of the parcel known as E S Pinevale Street in Indian Orchard, The parcel is owned by the City of Springfield (09755- 0086). For purposes of this RFP the parcel will be known as the "Redevelopment Project". This RFP is to solicit proposals for the Redevelopment Project in accordance with Massachusetts General Laws, Chapter 30B.

The parcel was taken by Tax Title:
E S Pinevale Street (09755- 0086): transferred to the City of Springfield on May 15, 2013 under deed reference 19822/136

The Redevelopment Project site ("Project Site") includes one separate parcel situated on 15.94 acres in the Indian Orchard Neighborhood. The site is located between Pinevale Street to the West: Moxon Street to the East and Goodwin Street to the South. Although information regarding the property is from sources deemed reliable, such information has not been verified and no representation is made or implied as to its accuracy.

This 15.94 acre site is being put out to bid and was the former property known as the Chapman Valve site in the Indian Orchard section of Springfield. The land has easy access to Route 20, Routes I-291 and I-90. The property is currently zoned Industrial Park and is close to the surrounding communities of Wilbraham, Ludlow, and Chicopee and close to the State Street Corridor.
The City is seeking to select the developer who submits the most advantageous proposal consistent with the selection criteria and proposal requirements set forth in this RFP, and who demonstrates the ability to perform as proposed in a timely fashion.

While the financial benefits of a proposal are important to the selection of a developer, the City will consider the broader benefits to be realized from the redevelopment project to be important as well, and will consider all selection criteria. The City is not obligated to select the proposer offering the highest price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

The property is being offered by the City in "as is" condition. Although information regarding the property is from sources deemed reliable, such information has not been verified and no representation is made or implied as to its accuracy. The City has made or does make any representation or warranty as to any matter affecting or relating to the Project Site, including, but not limited to, its physical condition.

The selected developer acknowledges that no such representation or warranty has been made and agrees to take the properties in "as is" condition. Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations. Proposers are responsible for making their own determinations of existing conditions.

Available reports ("Available Reports") that are not appended to this RFP are available for review at the Office of Planning and Economic Development by contacting Tom Mathews at tmathews@springfieldcityhall.com or 413-787-6665 to schedule an appointment. Copies of Available Reports may be obtained at the proposer's expense. Available Reports are offered solely to facilitate a proposer's independent investigations, examinations, due diligence and analyses of the Project Sites.

The City reserves the right to reject any or all proposals or to cancel the RFP, if it is determined to be in the best interests of the City.

The Project Site is a single parcel that is situated on 15.94 acres in the Indian Orchard Neighborhood. The project site is located between Pinevale Street: Moxon Street and Goodwin Street. The Indian Orchard neighborhood is the fifth largest of Springfield's seventeen neighborhoods. It contains 1251 acres of land plus rights of way and bodies of water. Principal boundaries are the Chicopee River to the north, the Boston & Albany Railroad to the south, the Town of Wilbraham to the east, and portions of Brookdale Drive, the Athol rail line and Worcester Street to the west. There are over 100 acres of parks and other open areas in Indian Orchard. Over half of this amount is located in Hubbard Park. Among the signature features of the neighborhood are the so-called "kettle hole lakes," water holes formed from natural glacial deposits which are unconnected to other bodies of water.

As noted the project site is made up of one parcel. That parcel is a vacant lot with no building or permanent structures on the parcel.

The parcel, 09755-0086, is owned by the City of Springfield and is known as E S Pinevale Street. The Zoning for this property is Industrial Park and contains 694,113 square feet or 15.935 acres. The City assessed the parcel at a value of $648,600. The city owns this property pursuant to Deed Reference 19822/136 dated and recorded with the Hampden County Registry of Deeds on May 15, 2013 in Book 19822 page 136.

6. City Goals for the Redevelopment Project
The redevelopment concept that is recommended for this project should treat the existing parcel as a single project under single ownership. The City will only consider proposals that include the purchase and redevelopment of the parcel.

The guiding principles and goals for the redevelopment process are detailed below.

Redevelopment Principles
 To redevelop property in a manner that is consistent with realistic market opportunities.
 To respect and involve stakeholder and neighborhood interests in design, construction and utilization.
 To support an identifiable path to redevelopment within a reasonable time frame.
 To support sustainable development practices that includes mixed uses and efficient use of existing resources.

Redevelopment Goals - E S Pinevale Street

 To remove blight created by the highly visible vacant parcel and create an anchor use to support the Indian Orchard Neighborhood.
 To reactivate and revitalize the Indian Orchard Neighborhood with quality business and manufacturing concern by way of potential owners or tenants that would achieve this goal.
 To support projects that will include a number of environmentally sensitive design features and will consider the use of LEED standards.
 To provide the greatest financial benefit to the city through sale price and tax-base enhancement by converting the vacant property into taxable uses.
 To attract and enable private investment
 To redevelop the property under timelines that provides efficient redevelopment phasing.
 The property will be conveyed with a reverter clause which will require completion of development within twelve (12) months of conveyance of the deed and which will require to be occupied by an owner within the same twelve (12) months period.
