The City of Springfield (hereafter "City"), is requesting proposals for redevelopment of the following residential parcels:

Bidders may bid on one "SITE", two "SITES", or all three "SITES".

The city will consider all offers for the property. Sale price will not be the only factor in award, however bidders are encouraged to make their best financial case to the city. Bidders should explain how they arrived at price if below assessed value.

The property(s) are being sold "as is" and the City makes no representations regarding the environmental condition of the property and will require the buyer to assume responsibility for these conditions.

The City has made all efforts to ensure that the information presented is accurate. It is, however, the buyer's responsibility to investigate to their satisfaction any matter as it relates to the property.


DEVELOPMENT INCENTIVE

All properties in this RFP are located in the Maple Hill Local Historic District, which governs any exterior alterations to buildings via the Springfield Historical Commission. Income producing projects may qualify for the federal and state 20% tax credit for historic rehabilitation.

The city is providing a development incentive via CDBG funds are being made available to be used for exterior repairs for 174 & 176 Maple Street only. No income restrictions are applied to these funds. CDBG funds will be an interest free, forgivable loan not to exceed $100,000 for approved exterior improvements for each of the two properties 174 & 176 Maple Street, for a total maximum award of $200,000.

The loan will be paid out as reimbursement of expenditures. Half of the loan will be forgiven upon issuance of a Certificate of Occupancy by the Springfield Building Commissioner. Once the Certificate of Occupancy has been obtained, 20% of the remaining loan will be forgiven each year the property is maintained in compliance with code enforcement over the next five year period.

The proposed development should minimize other public expenditures and not require ongoing public operating subsidies.





D. LOCATION AND SITE INFORMATION

174 & 176 Maple Street were constructed in 1874 as part of six High Victorian Gothic row houses. (Note: 174 & 176 Maple Street will not be offered for redevelopment separately.)

Each row house has four floors, each with approximately 1,000 square feet, plus a basement. The property is zoned Commercial A; however commercial uses will not be allowed except as home occupations. The building is within walking distance of the Central Business District and the South End and is less than ½ mile to Interstate 91 and 1½ miles to Interstate 291.

169 Maple Street is a 1920, five-story apartment building with just over 30,000 square feet of total space. There are 11 units, including 1 basement level unit. The units are of generous proportions and run the entire length of each floor. The building was taken via tax title in 2013.

99 Central Street is a 7,500 square foot vacant lot. The property once had a home located on it that was damaged in the 2011 tornado, and eventually demolished.


PRE-PROPOSAL ASSISTANCE

Open houses will be held at 169, 174 & 176 Maple Street during the following times:

Thursday, September 24, 2015 at 10:00 a.m.
Monday, October 2, 2015 at 10:00 a.m.


Those visiting the buildings must sign an indemnification agreement prior to entering and should be prepared with sturdy footwear and flashlights for each person entering. Proposers should arrive promptly as buildings will be opened at the assigned time only.

In addition to the open house, questions regarding the RFP may be submitted in writing to the Office of Procurement. In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions by October 9, 2015. Questions may be faxed or emailed.

To maintain a fair and impartial competitive process, the Chief Procurement Officer can only answer written questions. Private communication is not allowed with any Procurement Staff or RFP Review Committee member during the proposal preparation and evaluation period. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified. We will only respond to written questions.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
