15-103 - Purchase of Vending Machines for Springfield Public Schools

End date: Thursday October 30, 2014 at 2 p.m.

Springfield Public Schools is seeking bids for vending machines for our faculty lounges. The pricing on each snack machine needs to include delivery to the listed school location(s), uncrating, and set in place must be ready for operational use by our technician. All packing materials are to be removed from the location and dispensed of by the delivery company.

Requested Equipment:
We are seeking pricing on different size snack merchandisers:

1) 23 section snack merchandiser
2) 32 section snack merchandiser
3) Combo Vending merchandiser
(cold beverage and snack merchandiser)
4) Table Top snack merchandiser

All units must be current model which must include service manuals and one year warranty.

Successful bidder must deliver, fully install and set up all equipment being offered as well as be available during warranty period to transfer equipment to locations when needed. Repair services need to be available on an as needed basis for equipment the will be owned by the City School Department. Contractor must have the ability to perform repair services on short notice of less than 24 hours, if needed and required.

Delivery:
Delivery to all locations is required of this bid. All delivery costs to various schools are to be included in the pricing of each unit. Machines are required to be unpacked with coin and bill validator installed, operations tested for proper operation, and confirmed to be in perfect working order and condition.
The Springfield School Department may request written results of specific machine testing if desired.

Billing:
Billing statements submitted to the School Business Office for items bid must clearly indicate a complete machine, model number, serial number as well as school location for which the machine is intended, (Location numbers will be provided on all purchase orders provided by the City of Springfield.

Parts Availability/Equipment Specifications:
Replacement Parts must be readily available for all units bid. The City of Springfield reserves the right to reevaluate and cancel any winning bid if the Schools are unable to receive replacement parts in a timely manner. In the event a bid is canceled the City reserves the right to accept the next lowest responsive and responsible bidder or solicit new bids.

Eligibility of Vendors
Vendors must be able to produce evidence that they have been engaged in supplying the goods and services requested for a reasonable period of time and have sufficient financial support, equipment, so they can satisfactorily provide the services and equipment if selected. Vendors must provide insurance as required in the attached sheet.

Ownership Terms
All equipment shall be property of the supplier until delivery is accepted by Springfield School Department at each location.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
