14-226 - RFP: City to Purchase School Food Service Warehouse Facility for Springfield Public Schools

End date: Friday May 16, 2014 at 2 p.m.

The City of Springfield and the Springfield Public Schools seek proposals for the purchase of a warehouse facility to house the district\'s food service program. The food service program currently utilizes 49 Cadwell Drive, Springfield, MA 01104 for warehouse storage.

The warehouse facility must be located in the City of Springfield. The building must be available for purchase. SPS is not seeking a lease.

The City seeks to close on the acquisition of the property on or close on or before July 15th, 2014, subject to the execution of a purchase agreement. SPS is not seeking proposals for operation of the Facility. The facility will be operated by the District\'s food service program.

BUILDING SPECIFICATIONS

Minimum requirements:

1. Located in the City of Springfield
2. 18,000 gross square feet minimum, including minimum 13,500.00 square feet of warehouse space.
3. Minimum height of 20 feet in the warehouse area
4. Utilities: public water and sewer, electricity, gas, phone, internet
5. Indoor parking for 6 vans and 6 box trucks
6. Loading dock
7. Restrooms (Two separate for each gender- 4 total)
8. Cement flooring in warehouse area
9. Single occupancy building - No attached tenants
10. Building must be suitable for food storage without major modifications
11. Facility must have at a minimum of 40 on-site outdoor parking spaces for the exclusive use of the facility including handicap parking.
12. Building must be zoned for food service use
13. Building must be free of any hazards including, but not limited to, chemical and biological
14. Building electrical service must be at least 600 amps

SITE INSPECTION/WALK THROUGH

All proposed properties must be made available for a site inspection and walk through to be completed by a committee comprised of Springfield Public Schools and/or City of Springfield personnel and consultants, to determine an estimate of the cost of renovations of the space to meet the City's needs.

ELIGIBLE PROPOSERS

The following are eligible to submit proposals; the record owner of the property; the broker of other authorized agents of the record owner of the property, provided that such broker or agent must attach a copy of the letter from the owner indicating such authority; the prospective purchaser of the property, provided that such purchaser must attach a copy of an executed purchase and sale agreement listing a closing date prior to the proposal due date, and a letter from the current property owner indicating their awareness of the proposal.

RULE FOR AWARD

Based on the evaluation of the proposals, the City will reject a proposal that does not meet its minimum requirements. The City intends to select the most highly advantageous property that best meets the City's criteria, and offers the lowest total cost, which includes the purchase price and the City's cost of renovations. After proposals are submitted, the City will conduct site visits of each property which meets the minimum criteria, for the purposes of estimating the renovation costs. The areas to be addressed include the following cost: utility, upgrades and alterations, generator installation or relocation, warehouse alterations, office alterations, ADA/Code Compliance, and other miscellaneous costs. These costs will be estimated by the City's team and the Proposer is not to fill in these items on the price form.

Proposers are advised that the City may not purchase a property if the purchase price exceeds 125% of the average assessed value of the property for the past three (3) years. If the purchase price of the most highly advantageous property exceeds that amount, the City could only acquire the property by eminent domain taking.
