14-202 - Redevelopment of 169 Maple Street

The City of Springfield is requesting proposals for the redevelopment of the multi-unit building located at 169 Maple Street. The City will entertain all offers.

The property at 169 Maple Street is located within the Ridgewood Local Historic District in the Maple-High/Six Corners neighborhood of Springfield, a certified district and listed on the State Register of Historic Places. Renovation work may be eligible for the Massachusetts and federal historic rehabilitation tax credit. All exterior work requires review and approval by the Springfield Historical Commission. Additionally, unauthorized changes made by the prior owner must be remediated to the satisfaction of the Commission. These include pressure treated boards on porches, steel entryway, boarded windows and doors, and satellite television dishes.

The Maple-High/Six Corners neighborhood is one of the smallest of the City's seventeen neighborhoods. It contains 274 acres of land, plus streets. Its' boundaries principally are portions of School Street and Maple Street on the west; State Street on the north; Walnut Street on the east; and the Mill River on the south. Most of the neighborhood is located within a one mile radius of the center of the Central Business District.

The neighborhood contains the Maple-Hill and Ridgewood historic districts. The neighborhoods contain large, historic, mansions that were constructed from the 1820s to the 1920s on the hills and bluffs overlooking the entire valley and the Connecticut River. The neighborhood also contains Mulberry Street, which was made famous by Dr. Seuss' book "To Think I Saw It On Mulberry Street"."

The neighborhood was drastically affected by the June 1, 2011 tornado and recovery efforts are continuously underway. The City has been awarded $22 million in CDBG Disaster Recovery Funds, in addition to $25 million in FEMA reimbursements. Elias Brookings School, the primary elementary school serving the neighborhood, was irreparably damaged by the June 1, 2011 tornado. Construction of a new $27.9 million dollar Elias Brookings Magnet School is currently underway, with full reimbursement from the Massachusetts School Building Authority. The school is expected to open in the winter of 2015. As part of the tornado recovery ongoing construction of several new single family homes along Central Street continues.

The building at 169 Maple Street is a brick, residential apartment building constructed in 1920, it contains 30,552 square feet and is located on a 7,454 square foot lot and is zoned Commercial A. The assessed value is $390,300. The property has five levels and contains approximately ten, spacious, three bedroom units. Five of these units are currently occupied.

The property is located within the Ridgewood Local Historic District, listed on the National Register of Historic Places. Exterior changes to the property will require full review and approval of the Springfield Historical Commission.

The City is most interested in proposals that will improve the existing property, into a productive and well-managed apartment building that is compatible with the surrounding neighborhood. While financial benefits (i.e. price paid for the property) of a proposal are important to the selection of the developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic developments to be realized from the development project. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

The City is most interested in proposals that redevelop the site in a manner that is compatible with the surrounding area, respecting zoning and the historic integrity of the building and enhances the aesthetic appeal of the streetscape. Proposers should be familiar with abutting uses and mindful of such when developing a redevelopment project and program to ensure the project is respectful of existing neighbors.

All bidders are buying property subject to all current historic, zoning and building restrictions. Property is being sold "as is" and the City makes no representations regarding the physical or environmental conditions. The selected developer accepts the property "as is" with no exception.

If a nonprofit organization is chosen preferred developer, it will be expected to enter into an agreement with the City to make an annual in-lieu-of-tax payment, the amount of which will be fifty percent (50%) of the tax that would otherwise be paid by a for-profit venture.

This Request for Proposals is for the real property only. All contents of the property and any personal property therein may not be included in this sale at the discretion of the City of Springfield.

The City of Springfield has made all efforts to ensure that the information is accurate. However, it is the buyer's responsibility to investigate to their satisfaction any matter as it may relate to the property.

Site Tours will be conducted on March 5, 2014 at 10:00 a.m., March 12, 2014 at 2:00 p.m., and March 19, 2014 at 10:00 a.m. Those attending site tours should wear appropriate clothing and footwear. Access will only be available to common areas and vacant units, access to occupied units will not be allowed. Additional access to the property, beyond the scheduled site tours, may be scheduled by contacting Tina Quagliato at (413)787-6500. Please note additional access will scheduled at the convenience and sole discretion of the Office of Housing, during regular business hours.



The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
