14-200 - RFP: 2015 Recertification of Residential Property Classifications

Sealed proposals from interested Contractors for a recertification of certain residential property classifications in the City of Springfield for Fiscal Year 2015 will be received and registered at the Office of the Assessors, City Hall, 36 Court Street, Springfield, MA 01103.

Copies of the Request for Proposal may be obtained from the Office of Procurement on and after February 28, 2014, between the hours of 9:00 am and 4:00 pm. Questions concerning the RFP may be submitted in writing by 4:00 pm March 7, 2014, to Lauren Stabilo at the address above, and/or by fax number (413) 787-6295 or email lstabilo@springfieldcityhall.com . Answers will be sent to all vendors who received an RFP through the Office of Procurement.

Failure to answer any question, to complete any form or to provide documentation required will be deemed non-responsive and result in automatic rejection of the bid unless the City determines that such failure constitutes a minor informality, as defined in M.G.L. Chapter 30B.

No requests or questions will be accepted after 4:00 pm on March 7, 2014. To receive the responses to any questions submitted by other Offerors, please send the name, address, telephone number, fax number, and e-mail address (if any) of the person to whom this information should be sent.


The Contractor will utilize the existing database in updating the valuation system as of January 1, 2014. The Contractor, at its expense must familiarize itself with the City's in house computerized appraisal system and will be responsible for entering all valuation changes on the City's computer in the Assessor's Office. The Contractor and the Board of Assessors will analyze those parcels located throughout the city, which have sold in calendar years 2012 and 2013. The purpose of this analysis is to enable the City to produce a machine readable data file for valid arm's length sales describing inventory status as of date of sale.

The City of Springfield utilizes Tyler's iasWorld CAMA system. The Contractor must utilize the three approaches to valuation as appropriate; adjust all value tables, depreciation tables, land tables, and any other requirements, of the system to insure equitable assessments on the City's computer. The in house system must be used for all value adjustments, changes, analysis and reports generated.

The Contractor must guarantee final certification for the selected classifications by the DOR for the valuation date of January 1 2014, utilizing the City's in house appraisal system. The Contractor must complete all work required for preliminary certification by a date in advance of June 5. The contractor must provide all documentation necessary for the submittal of a complete request for final certification to DOR no later than October 1.

The Contractor will work in conjunction with the Board in making final value estimates. The Contractor, in order to ensure valuation accuracy and consistency, will document such judgment. Written documentation for changing any proposed value estimates is also required. All such documentation will be a deliverable product of this project.

All Contractor produced values will be given to the assessors for final review and determination as to whether or not the Contractor's work product is satisfactory for the purposes of requesting a preliminary certification review by the Commissioner of Revenue. The Contractor shall provide the assessors with all valuation models and schedules, sales analyses and field review documents necessary to conduct this review.

Before public disclosure activities are commenced, the Commissioner of Revenue must conduct a preliminary certification review to determine whether the new values resulting from this project represent full and fair cash value. As a condition of successful project completion, the Contractor's work product must meet all certification requirements of the Commissioner.
