14-073 - 2014 Senator Charles E. Shannon Jr. Community Safety Initiative Grant

The City of Springfield ("City") and Executive Office of Public Safety and Security's (EOPSS) Office of Grants & Research (OGR) are responsible for administering the Senator Charles E. Shannon Jr., Community Safety Initiative (Shannon CSI) Grant Program. The Shannon CSI Grant Program is authorized by Chapter 139 of the Massachusetts Acts of 2012.

The Shannon CSI Grant Program incorporates the key elements of the Office of Juvenile Justice and Delinquency Prevention Comprehensive Gang Model. Grant funding, oversight, and technical assistance supports regional and multi-disciplinary approaches to combat gang and youth violence through coordinated prevention and intervention, law enforcement, prosecution, and reintegration programs.

The City of Springfield requires that all Bidders follow the terms and conditions stated in this Request for Qualifications and all its processes.

Applicant Eligibility and Qualifications

The 2014 Shannon CSI Grant Program will be offered as a modified competitive process. Only Not-For-Profit and Faith-Based Organizations that are in compliance with the rules and regulations of the Secretary of State Corporations Division will be considered.

ONE ORIGINAL and THREE COPIES AND ONE CD of the (NON- PRICE TECHNICAL PROPOSAL) and ONE ORIGINAL AND THREE COPIES AND ONE (1) CD of the PRICE PROPOSAL) must be received no later than 2:00pm on September 25, 2013.

NO BUDGET OR PRICING INFORMATION SHALL BE SUBMITTED WITH TECHNICAL PROPOSAL. Faxed or e-mailed proposals will not be accepted. Proposals must be mailed or delivered on or before 2:00 P.M.to:

The deadline will be strictly observed. Proposals delivered to any other office or location will be rejected as non-responsive. If at the time of the scheduled RFP opening, City Hall or the Office of Procurement is closed due to uncontrolled events such as fire, snow, ice, wind, or building evacuation, the RFP opening will be postponed until 2:00 p.m. on the next normal business day. RFPs will be accepted until that date and time.

Proposals shall be delivered by U.S. Mail, Federal Express or other such service or by hand. Delivery by facsimile is prohibited. It is the Proposer's sole responsibility to ensure that its proposal is received at the proper location at or prior to the deadline.

Technical Proposal - which shall include all required items explained in specifications, (ONE ORIGINAL and THREE COPIES AND ONE CD of the (NON- PRICE TECHNICAL PROPOSAL) however, the Price Proposal shall NOT be submitted with the Technical Proposal; and,clearly marked "SHANNON GRANT SAFETY INITIATIVE 2014" PROPOSAL/BID NO: 14-073: together with the additional legend "TECHNICAL PROPOSAL" OR "PRICE PROPOSAL" as appropriate.

Price Proposal - The Applicant shall complete the attached worksheet and all its folders. Submit ONE ORIGINAL AND THREE COPIES AND ONE (1) CD of the PRICE PROPOSAL). The Price Proposal Form is attached to this RFP as Exhibit #1. No budget or pricing information shall be submitted with the Technical Proposal.

Technical Proposal and Price Proposal attached hereto shall each be detached from this document and submitted as a cover sheet to the documents prepared by the Proposer for its Technical Proposal or Price Proposal, respectively. The Technical Proposal and Price Proposal shall be submitted in separate sealed envelopes addressed as set forth above. Each envelope shall be The City shall determine the most advantageous proposal from a responsible and responsive Proposer taking into consideration price and the evaluation criteria set forth in the RFP. The City shall select service providers by written notice to the selected Proposer within the time for acceptance specified above. The parties may extend the time for acceptance by mutual agreement. Inclusion of any such condition in a proposal shall be cause for rejection of the proposal.


If the City selects a Proposer who did not submit the lowest price, it shall explain the reasons for the award in writing, specifying in reasonable detail the basis for determining that the quality of services under the contract will not exceed its actual needs.

Funding for all contracts is subject to the Grant award by the state, and subject to appropriation by the City. As provided in M.G.L. c. 30B, § 12, the City may not enter into a contract unless funds are available for the first fiscal year at the time of contracting. Payment and performance obligations for succeeding fiscal years shall depend upon the availability and appropriation of funds. The City, therefore, must reserve the right to cancel the contract if funds are not appropriated or otherwise made available to any fiscal year succeeding the first year.

Late submissions will not be considered.

The submission requirements for each proposal are as follows:

A team of reviewers shall qualitatively rate each site applying for funding by evaluating the application for comprehensiveness, appropriateness, feasibility, clarity, effectiveness, innovation, and responsiveness to the goals of the legislative authorizations language, and the elements of the OJJDP Comprehensive Gang Strategy. Shannon CSI applications will be evaluated based on the elements below.
