13-360 - RFP: Delivery of 9-1-1 Ambulance Services for City of Springfield

The City of Springfield, acting through the Emergency Medical Services Commission (\"EMS Commission\" or \"Commission\"), is soliciting proposals from interested and qualified ambulance services to provide ambulance service for calls received by the 9-1-1 system within the City, for a term of three (3) years, with the option to extend the contract for up to two additional one-year terms, in the City\'s discretion. The successful Proposer shall provide emergency ambulance service within the City of Springfield.

It is essential that the City of Springfield have emergency ambulance service for residents and transients within the city. Therefore, although the ambulance services are exempt from MGL Chapter 30B the City of Springfield has chosen to follow the Request for Proposal process which will enable the City to carefully review qualifications and experience, apply appropriate ratings to those ambulance services. The fees charged to the consumer will be a factor in the evaluation of the proposals, but not the sole basis for award.

The Contractor must provide a written and signed attestation that the Contractor will be fully staffed, equipped, prepared, and able to commence all requirements of this Contract on or before and not later than October 1, 2013.

The Contractor shall staff and operate the C-MED system from its Dispatch Center located in the City of Springfield. The City shall retain ownership of the hardware and shall be responsible for its maintenance, repair, and replacement, when the need for same is determined by the City.

Contractor shall be responsible for the relocation of C-MED from its present location to the Contractor's location (if different). The City will assume the costs of relocating such equipment in an amount up to $30,000.00, subject to appropriation. The Contractor shall be responsible for the costs associated with the relocation of C-MED , to the extent that such costs exceed Thirty-Thousand Dollars ($30,000.00). All C-MED equipment used by the Contractor must be approved in advance by the Commission.

The Contractor shall be responsible for working with the C-MED Advisory Board comprised of C-MED users. The Contractor shall be responsible for participating and submitting reports to the group. This group shall advise the Contractor on operating matters, complaints, and procedural issues. The Board shall report to the City of Springfield Emergency Medical Services Commission.

The Contractor shall be responsible for providing a Performance Bond from a company licensed to do business in the Commonwealth of Massachusetts, or an irrevocable letter of credit, in the amount of Three Hundred Thousand Dollars ($300,000.00). Said bond or letter shall be provided at time of signing of the agreement.

Submission of Proposals:
Both the Technical and price proposals shall be submitted in separate sealed envelopes each of which shall be clearly identified on the outside as "Technical Proposal -Ambulance Service - Per Bid No. 13-360" and "Price proposal-Ambulance Service- Per Bid No. 13-360." The copies of the technical proposal shall be sealed separately and clearly marked Technical Proposals with Bid Number and opening date affixed to each copy. The original Price Proposal and copy shall be sealed separately from the technical proposals with envelopes marked Price Proposal. Both the Technical Proposal envelope and the Price Proposal envelope shall be placed inside a single container (box, envelope, etc.) clearly identified on the outside as Vendor's name... "Proposal for Ambulance Service" with bid number and opening date. The proposal shall be delivered to the address below:

Proposals must be received at this office no later than 2:00 PM EDT on Wednesday, April 24, 2013. The deadline will be strictly observed. Proposals delivered to any other office or location will be rejected as non-responsive. If at the time of the scheduled RFP opening, City Hall or the Office of Procurement is closed due to uncontrolled events such as fire or building evacuation, the RFP opening will be postponed until 2:00 PM on the next normal business day. RFP will be accepted until that date and time.
