13-205 - Redevelopment of 29 Howard Street (Former South End Community Center)

The City of Springfield (hereafter "CITY") is requesting proposals for the redevelopment of S/S of Howard St (parcel # 06802-0073) and N/S Union St (parcel # 11750-0024). The properties are known as the Armory Building, formally leased by the South End Community Center, as well as the vacant lot to the rear that formerly held the drill shed - recently demolished due to tornado damage.

BACKGROUND INFORMATION

The City's goal is that any development be compatible with the character of Springfield and enhance the positive qualities of the Downtown, South End, and surrounding neighborhoods It is a further goal that proposals for the property be economically viable and demonstrate an ability to generate activity that would further benefit the greater Springfield community.

The redevelopment of the Armory Building site is an important piece in the overall redevelopment plan for Springfield's South End. The City has invested heavily in the South End Neighborhood and there are ongoing efforts to revitalize the area through programs such as the South End Revitalization Project (for more information, please visit the South End Revitalization Coalition website www.Springfield-MA.gov/SouthEndProject. The city has invested over $6 million in roadway and parks improvements as well as other state and federal funding to move forward the revitalization plan.

The Property is being offered subject to the process outlined within this RFP and the City reserves the right to reject any or all redevelopment proposals. While all information furnished herein was gathered from sources deemed to be reliable, no representation or warranty is made as to the accuracy or completeness.

TARGET AREA LOCATION

The property is located in South End Neighborhood. The section of the neighborhood where 29 Howard St is located is primarily commercial. There are two primary commercial corridors nearby this property, East Columbus, I-91, and Hall of Fame Avenue to the west, and Main Street to the east of the site. The Riverfront is characterized by restaurants, an LA Fitness Center, and one of the City's main attractions, the Naismith Memorial Basketball Hall of Fame. The Main Street corridor is characterized by numerous small stores, Italian specialty markets, and office space. The site is centrally located with direct access to both Interstate 91 and Interstate 291 and is walking distance to Springfield's downtown. The Mass Pike is also within a short driving distance.

The South End Neighborhood is adjacent to Springfield's Metro Center which houses many of Springfield's cultural amenities. These amenities include Symphony Hall, City Stage, the Library & Museums at the Quadrangle and the newly renovated MassMutual Convention Center. Also, within short walking distance from the site is one of Springfield's largest parks, the Connecticut River Walk & Bikeway. Given the location of this site and its proximity to many of Springfield's numerous assets, the city believes that this site offers a unique opportunity for redevelopment.

II. SITE INFORMATION

Property Overview

According to the City of Springfield Assessor's office the property(s) consists of two parcels zoned as Business B and the total area is approximately 37,740 square feet for both parcel 06802-0073 & 11750-0024).

The property at SS of Howard St (parcel 06802-0073) is 24,078 square feet and it is improved by a vacant multi story historic building that is owned by the City of Springfield and was formerly occupied by the South End Community Center. The building has a total area of 53,134 square feet.

The property on N S of Union St (11750-0024) is 13,662 square feet and is considered vacant land. This property formerly had the historic Armory Drill Shed building which was lost to tornado damage in 2011.

Walk Thru Dates: November 15, 2012 from 10:00-11:00 AM and November 27, 2012 from 2:00-3:00 PM

PRICE PROPOSAL

The city will entertain all competitive bids for the property. Price will not be the only factor in selection, but proposers are encouraged to make the best financial benefit case possible to the city and selection committee.

In order to provide prompt answers to questions, the RFP Committee requests that all proposers submit written questions seven days prior to the RFP response deadline. Accordingly, questions must be in November 28, 2012 by 4:00 p.m. Questions may be faxed or mailed. The Procurement Department's fax number is (413) 787-6295. The RFP Committee will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than December 3, 2012.

To maintain a fair and impartial competitive process, the RFP Committee can only answer written questions. Please avoid private communication with any RFP Committee Member or City of Springfield staff from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.
