The City of Springfield (hereafter \"CITY\") is requesting proposals for the redevelopment of 1043 Sumner Avenue in the East Forest Park Section of Springfield, MA.

The Springfield Office of Planning and Economic Development will be doing additional open house on November 1, 2012 at each station from 2:00 - 3:00 P.M.

This is a City owned building and was previously a fire station. There is one building on this site. The building sits on the corner of Sumner Avenue and Howes Street. The building has 2 floors and a basement. The total area of the building is approximately 6,630 square feet.
1043 Sumner Avenue, parcel # 11280-0330, lot size 5,000 square feet, Zoned Residence B. The assessed value is $202,900.00

For proposers seeking to propose housing use, a zoning change will not be required, but the development of onsite parking will be required.

East Forest Park is a neighborhood in the south central part of Springfield, Massachusetts, beginning about two miles from Metro Center. It is a medium sized neighborhood, containing plus rights of way and water bodies. Principal boundaries are Watershops Pond to the north; the Town of East Longmeadow to the south; Schneelock Brook to the east; and the former Highland Division Rail Line to the west. The neighborhood borders East Longmeadow, Forest Park, and the Sixteen Acres neighborhood. East Forest Park contains a wide variety of pre and post-World War II homes on the hillside of Watershops Pond, Springfields largest body of water (other than the Connecticut River) and custom-built colonials and Tudors as well as capes and ranches. Several small commercial areas are located on Island Pond Road and Sumner Avenue. The neighborhood is home to Cathedral High School, the city's only Catholic secondary school.

East Forest Park median real estate prices are $185,824, which is less expensive than 91.5% of Massachusetts neighborhoods and 43.1% of all U.S. neighborhoods. Average rental prices in East Forest Park are currently $660. Rents here are currently lower in price than 90.1% of Massachusetts neighborhoods. East Forest Park real estate is primarily made up of medium sized (three or four bedroom) to small (studio to two bedroom) single-family homes and townhomes. Most of the residential real estate is owner occupied. Many of the residences in the East Forest Park neighborhood are older, well-established, built between 1940 and 1969. A number of residences were also built before 1940.

In East Forest Park, the current vacancy rate is 4.0%, which is a lower rate of vacancies than 82.2% of all neighborhoods in the U.S. This means that the housing supply in East Forest Park is very tight compared to the demand for property here.

The properties are being sold "as is" and the City makes no representations regarding the environmental and/or physical condition of the properties and will require the buyer to assume responsibility for these conditions.

Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations. Proposers are responsible for making their own determinations of existing conditions.

The East Forest Park neighborhood stands out within Massachusetts for its college student friendly environment. This neighborhood is home to a number of college students and above average in safety. In combination, this makes it stand out for a good place for college students to consider. This property is relatively close to Western New England University, Springfield and Springfield College satellite campus.

The neighborhood is rated among the top 7% of college-friendly places to live in MA. In addition to being an excellent choice for college students, this neighborhood is also a very good choice for active retirees and urban sophisticates.

DEVELOPMENT CONCEPT

The City is seeking to select a developer who submits the most advantageous proposal consistent with the selection criteria and proposal requirements set forth in this RFP, and who demonstrates the ability to perform as proposed in a timely fashion.

While the financial benefits (i.e., price paid for the property) of a proposal are important to the selection of a developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic benefits to be realized from the redevelopment project. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

The City envisions a development that incorporates live/work uses and will seek proposals that include some or all of the following elements:

• Featuring and preserving historic features and attributes of the property
• Establish new work/living space
• Creating construction or permanent jobs for Springfield residents
• Creating positive street level activity on Sumner Avenue
• Firm commitment letters from any and all tenants proposed for the building
• Firm financing letters or proof of funding to undertake redevelopment costs
• Timeline to have building occupied

PRICE PROPOSAL

The City will entertain all competitive bids for the property. Price will not be the only factor in selection, but proposers are encouraged to make the best financial benefit case possible to the City and selection committee.

On October 24, 2012 there will be a Site walk-thru at (10 AM - 11 AM).

The site is on a major public throughway and can be viewed from the public sidewalks at any time. Interested parties are asked not to enter the private property at any time, other than the designated site walks. Attachments include further information on the property.

Questions regarding the RFP may be submitted in writing to the Procurement Department. In order to provide prompt answers to questions, the City requests that all proposers submit written questions to the City of Springfield's, Department of Procurement not later than 4:00 p.m. November 2, 2012. Questions may be faxed or mailed.
