Bid documents and specifications will be available at no charge online through www.comm-pass.com by selecting the Solicitation tab and using the Browse All Open by Entity (City of Springfield). This bid is subject to M.G.L. c. 30B. Bids will be available starting Monday, September 17, 2012.

Vehicles List: (2) 4WD Crossover SUVS, $50,000.00; (10) Five Passenger Sedans, $150,000.00; (5) Cargo/Work Vans, $125,000.00; (6)Six Four Wheel Drive pickups with plows,$185,000.00; (1) Dump Truck with Plow, $185,000.00; (1) Full Size Passenger Van, $22,000.00; (1) Mower with Attachments, $25,000.00; (1) Articulated Aerial Bucket Truck, $150,000.00; (1) Trailer Mounted Asphalt Reclaimer/Storage Unit, $30,000.00; (1) Rotary Mower with Attachments, $92,000.00; (4) 31 Cubic Yard Manual/Automated Refuse Collection Trucks, $1,064,000.00

Total Estimated Cost $1,871,000.00

City has reserved the option to solicit bids for a financing package for all vehicles after bid award is made and final appropriation of funds. City is asking all vehicle/equipment vendors to hold prices for ninety (90) after bid award.

A 5% Certified Check, Letter of Credit or Bond, payable to the City of Springfield, must accompany each bid. Surety bonds will only be accepted from Surety Companies licensed by the Division of Insurance to Transact Business in the Commonwealth of Massachusetts. Performance bond will be requested for the Automated Refuse Trucks.

The Chief Procurement Officer reserves the right to accept any bid, to reject and/or all bids and to waive minor irregularities and/or formalities as it deems to be in the best interest of the City. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
