12-168 - RFP: Lease/Redevelopment NS Tapley Street and NWS Bay Street
End date: Thursday November 10, 2011 at 2 p.m.The City of Springfield is requesting proposals for redevelopment/lease of two adjacent properties located at N.S. Tapley Street (11415-0001) and N.W.S. Bay Street (01085-0081). N.S. Tapley consists of approximately 6.687 acres of vacant land abutting rail and access to Interstate 291. N.W.S. Bay Street, consisting of 6,152 sq. ft. of vacant land is largely viewed as being necessary for site and traffic improvements.
Properties are being leased "as is," and the City makes no representation regarding their environmental condition and will require the proposer to assume responsibility for these conditions with respect to possible reuse.

Location and Site Information
The parcels (collectively referred to hereafter as the "Subject Land") are located at N.S. Tapley Street and N.W.S. Bay Street in the Bay neighborhood of Springfield. The sites contain approximately 6.687 acres and 6,152 square feet respectively, both sites are vacant land with no structures, and are zoned Industrial A and Business B respectively. The parcels are 2/3 mile from Interstate 291. (See Exhibit A)
For the City of Springfield's title, see Judgment in Tax Lien Case no. 08 TL 137101 recorded in the Hampden County Registry of Deeds at Book 18064, Page 581. Note that this parcel is also subject to certain reservations, agreements and restrictions of a right of way as set forth in Book 2096, Page 416 and as shown on a plan recorded at Book of Plans 32, Page 118.
Leasing Terms
All Proposers are instructed that the lease of the property is for an initial term of five (5) years with an option to renew for an additional five (5) year period at the same contractual rate determined after negotiations and a final option to renew for another five (5) year period. Approval for each renewal term is at the sole discretion of the City.
The estimated fair market rent price for Subject Land is $30,000.00 per year as per the property appraisal (Exhibit C). However, the city will consider all offers that deviate from the fair market rent price as long as a compelling explanation is provided. The acceptance of a rent price other than the fair market rent is at the sole discretion of the city.
The Lessee shall be responsible for all fees and payments related to the operation of the property including but not limited to maintenance, upkeep, taxes, utilities and commercial insurance, and compliance with any federal or state orders relative to the remediation of environmental issues at the subject properties.
