At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on September 10, 2025 through the City’s website; www.springfieldcityhall.com during normal business hours. The City of Springfield (“City”) is seeking proposals and invites all interested, qualified persons or firms capable of providing Public Works Design or Engineering services, to submit proposals for the projects below. The contracts between the City and the Designer will include designer services through schematic design, design development, construction documents, bidding, award of constructions contract(s), construction administration, final closeout and warranty period of the potential Project. This Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City.

26-066 – The City is seeking Design or Engineering services for the project entitled; “Development of Hungry Hill Veterans Memorial Park.” The total estimated construction cost for this potential Project is approximately $245,000, including designer services, depending upon the project scope as agreed upon by the Owner and that are ultimately approved by the City of Springfield. There will be a site visit 11/3/25 at 10:30 A.M. at Penacook and Carew Street, Springfield, MA 01104 (Parcel Id# 023600113).

All questions regarding bid or its specifications must be received in writing by the Office of Procurement by November 4, 2025 at 4:30 P.M. (nwalker@springfieldcityhall.com). The City of Springfield supports the goal of twenty (20%) MWBE participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
