25-142 - 2025 Roadway and Sidewalk Improvements – Arterial and Residential Streets including Sidewalks at Var

Bid documents will be available beginning May 21, 2025 at the Office of Procurement, 36 Court Street, Room 307, Springfield MA 01103 during normal business days, between 8:30 AM and 4:00 PM. Bidders can also request a copy on the Citys website on the Procurement Department page at www.springfieldcityhall.com.

Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates, as set forth by the Massachusetts Division of Occupational Safety AND Davis Bacon Wage Rates shall prevail in the execution of the work under this contract.

BIDDERS MUST BE PRE-QUALIFIED THRU THE MASSACHUSETTS DEPARTMENT OF TRANSPORTATION. The Massachusetts Department of Transportation will be providing the City of Springfield with an official contractor bid list for all contractors that are prequalified in the specific class of work, under Highway Construction category with a single contract limit at or above the dollar value of the project. The prequalification office will also provide a list of those contractors who have been granted a waiver by the prequalification committee to bid the project. If company/firm, requesting bid documents is not prequalified under “Highway Construction or Pavement Surfacing” bid will be given out for informational purposes only.

Estimated total cost: $6.1 million. Project Scope: Work includes milling and/or paving of public arterial and residential streets, the construction of concrete sidewalks, driveways and handicapped ramps, at various locations within the City of Springfield.
All questions regarding bid or its specifications must be received by the Office of Procurement no later than June 4, 2025 by 4:00 P.M. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
