25-053 - RFP: Main Street Seasonal Beautification Services for City of Springfield

The City of Springfield recognizes the importance of vibrant and walkable communities and through its’ Office of Community Development seeks the services of a qualified and experienced vendor to undertake holiday lighting and decoration installations in targeted areas along the Springfield Main Street corridor.

The intent of this Request for Proposals (RFP) is to have a successful vendor enter into an Agreement with the City for the desired services. The term of the initial Agreement shall be for the 2024, 2025 and 2026 holiday seasons. The selected vendor will use creative ideas and concepts to ensure cohesiveness in the holiday theme and design of all lights and decorations in all areas designated by City in this RFP.

The City of Springfield is seeking a qualified vendor that will design and provide decorative holiday lighting displays and American flag décor displays along the Main Street corridor with a focus on Memorial Square, Metro Center, South End and the Memorial Bridge.

The vendor will be expected to enter into a one-year contract with two subsequent options to renew. The City anticipates that the first year of the contract shall not exceed $382,000, with each subsequent year contract not to exceed $59,000.

The conditions of employment and wage rates as set forth by the Massachusetts Executive Office of Labor and Workforce Development – Department of Labor Standards shall prevail in the execution of the work under this contract.

Responses to inquiries will be in the form of a numbered addendum to the specifications issued by the Office of Procurement and sent to all parties listed in the bid file as Proposer(s) having requested the bid documents from the Office of Procurement. Proposer should base responses only on the specifications including any addenda.

PLEASE NOTE that all addenda must be acknowledged either in the bid response (there is a space for that purpose on the bid cover sheet) when submitted or by following the instructions on the addendum cover sheet. If using the latter means to acknowledge receipt, the Vendor must write the business name of the firm, sign the sheet and email to lstabilo@springfieldcityhall.com or fax it to (413-787-6295) and/or include a copy of the sheet in the bid response.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
