23-026 - Request for Qualifications for On-Call Architects

The City of Springfield through its Department of Capital Asset Construction and its Department of Parks, Buildings and Recreation Management wishes to engage multi-disciplined architectural firms (Consultants) for a variety of important services on an "as needed" basis. This procurement will cover the general architectural needs of the DCAC and DPBRM. A Project Proposal Request and Owner’s Project Requirements document will initiate a request for services.
Typical services may include:

Consultation and advice
Assessment of existing facilities
Feasibility studies
Field investigation and engineering data collection
Engineering reports
Opinions of probable construction cost
Schematic, Design Development and Construction Document, drawings, specifications and Construction bidding documents
Assist City Procurement Department and/or online bidding service firms with securing construction bids and in awarding contracts.
Administering and observing construction
Arranging for the testing of materials and equipment
Assistance in start-up, assessment of capacity, and operation of facilities
Preparation of operation and maintenance manuals
Making appraisals and rate studies
Value engineering
Expert testimony

The Consultants may be required to accomplish projects, which require special expertise and/or are too large for execution by the City.

The selected architectural firms will provide a wide range of design and specialized consulting services through the medium of appropriately staffed divisions or subsidiary organizations. To be properly qualified to render specialized architectural services, the division or subsidiary organizations should be directed by a professional architect with training and experience in the specialized field.

The Consultants will have prime responsibility for all aspects of the projects as assigned. It is understood the Consultants selected may not have on staff all of the fields of expertise and engaging subcontractors may be necessary on some projects.

Sub Consultants - Firms submitting an RFQ identifying specific outside firms to provide a particular area of expertise (i.e. land surveying, etc.) should include appropriate information such as qualifications of the company and resumes of key personnel.

This procurement and scope of service will be limited to the extent that statutory procedures govern the selection of engineers/architects for certain kinds of projects.
Time of Agreement

The City intends to enter into a yearly contract with Consultants for up to a total of three (3) years. The original contract will be for a period of one year with the additional two (2) yearly renewals at the sole option of the City, upon the Mayor's approval and appropriation of funds. See Section V, Article 3 for additional information.
Personnel

The Consultants agree that it will at all times employ, maintain and assign to the performance of a project a sufficient number of competent and qualified professional and other personnel to meet the project requirements.


The City retains the right to procure similar architectural services outside of any contract entered into as a result of this bid procedure.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
