At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on February 16, 2022 through the City’s website; www.springfieldcityhall.com, during normal business hours.

The City of Springfield is seeking the services of a qualified “Designer” as defined in M.G.L. Chapter 7C, Section 1, to provide professional design services for Window and Door Replacement at Alfred T. Talmadge School and Window and Door Replacement at Parent and Community Engagement Center in the City of Springfield, Massachusetts. Selection of a Designer will be made by the Designer Selection Panel of the City of Springfield, in accordance with all sections of M.G.L. Chapter 7C, §§ 44-57.

The general scope of services shall include the Study Phase, preparation of Schematic Design documents, cost estimates, services of sub-consultants to complete the SD Phase, review of previous studies and reports, field investigations, measuring, and HAZMAT evaluations. The design will address recommendations of replacement window and door systems to meet prescriptive energy code requirements and modern air and water infiltration resistance requirements. The Construction budget for this potential Project is estimated to range from $2.5 - $3.0 million depending upon the solution that is agreed upon by the Owner and that is ultimately approved by the Springfield City Council. The Fee for the above mentioned Designer is set at $79,000.00 and cannot be adjusted or negotiated.

Site Visit: All interested parties should attend the briefing sessions/site walk-thru scheduled for Thursday, February 24, 2022 at the Talmadge School, 1395 Allen St. at 2:00 P.M. and then the Parent and Community Engagement Center, 91 School St. at 3:00 P.M. Proposers must submit written questions no later than Monday, February 28, 2022 by close of business to lstabilo@springfieldcityhall.com and mhatchett@springfieldcityhall.com. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
