SCOPE OF WORK CHANGE

Item #1 NOTICE TO BIDDERS:

Recent developments with the site have now changed the Scope of Work for the project. The City will now completely demolish all buildings at the site as part of the Contract. The revisions to the Contract Documents and Drawings will be addressed by Addendum No. 3 which will be issued on Friday, April 2, 2021.

Item #2 Bid Due Date: Please be advised that the Bid Due date has been revised to April 13, 2021 at 2:00 PM.

Item #3: Additional Site Visit: An additional site visit has been scheduled for Tuesday, April 6, 2021 at 10:00 A.M.

The City of Springfield Office of Procurement invites sealed bids from contractors for Hazmat Remediation & Building Stabilization at the former Massachusetts Career Development Institute (MCDI) located at 140 Wilbraham Avenue, Springfield, Massachusetts in accordance with the documents prepared by ATC Group Services LLC (ATC) dated March 17, 2021.

The Work under the Contract consists of hazardous materials abatement, UST/contaminated soil remediation, select building demolition, installation of end wall enclosure to stabilize the building and associated site work.

The Project is estimated to cost $1,800,000.00

The project will be awarded to a qualified Contractor who is DCAMM Certified in “Demolition, Asbestos Abatement and/or General Contracting”. General Bidders must include a current DCAMM Prime Contractor Certificate of Eligibility and a signed DCAMM Prime Contractor Update Statement.

Bids are subject to M.G.L. c.149 sec.44A (2) (B) and to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive and Springfield Responsible Employer Ordinances (REO).

Sealed general bids will be received until 2:00 p.m., Wednesday, March 31, 2021 and publicly opened, forthwith at the City of Springfield Office of Procurement, 36 Court Street- Room 307, Springfield, MA 01103

Mailed Bids should be sent to the City of Springfield Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103, Attention Lauren Stabilo, Chief Procurement Officer, received no later than the date and time specified above.

Pre-Bid Conference: A MANDATORY pre-bid conference and site walk-through will be held on Tuesday, March 23, 2021 beginning at 10:00 A.M. at the site. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.
Bidders can request a bid package starting on Wednesday, March 17, 2021 thru the City’s website on the Procurement Dept. page at www.springfieldcityhall.com at no charge; hard copies of bid package may be mailed upon payment of a non-refundable deposit of $30.00 in the form of a certified treasurer’s or cashier’s check payable to the City of Springfield.

Bid Submissions

Bid Submissions must be sent to the following address : Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103, Attention Lauren Stabilo, Chief Procurement Officer, and the outside of a sealed envelope shall be clearly marked “City of Springfield – Former MCDI Building – Hazmat Remediation & Building Stabilization, Bid No. 21-139. Bids will be publicly opened in the Office of Procurements bid room at the address above on, March 31, 2021 at 2:00 P.M.

Bidders may submit in either of the following ways. All bids will be time stamped and must be received no later than the due date and time.

1. Deliver your sealed bid package to the City employee(s) stationed at a desk in City Hall located at the Pynchon Street back entrance to the building before the 2:00 PM (EST) deadline.

2. Sealed bids can be sent to City Hall through the US Postal Service or other delivery services (e.g. FedEx, UPS, and Courier Service).

It is the sole responsibility of the Bidder to ensure that bids are delivered to the specified location prior to the time and date designated. Late bids will not be considered and will be rejected and returned.

The submission package proposal must be submitted as follows:

Contractors are asked to submit one (1) original and one (1) copy of their complete bid package along with one (1) flash drive. All proposals to be considered must be prepared in accordance with the requirements as specified in this Invitation for Bid.

All bids must be submitted on the forms bound herein. All blank spaces in the bid form shall be properly completed in ink and all erasures and corrections initialed by the contractor. Bids which are incomplete, not properly endorsed, or signed or otherwise contrary to these instructions will be rejected as informal by the Chief Procurement Officer. CONDITIONAL BIDS WILL NOT BE ACCEPTED.

It is the responsibility of the bidder to ensure that bids are delivered to the specified location prior to the time and date designated. Any bid received after the time and date designated will not be considered.

By signing the bid, the Bidder certifies that no official or employee of the City of Springfield is peculiarly interested in this proposal or in the contract which the bidder offers to execute or in expected profits to arise there from and that this bid is made in good faith without fraud or collusion or connection with any other person submitting a proposal.

The Chief Procurement Officer reserves the right to reject any or all proposals or to accept any proposal that appears to be in the best interest of the City. The City may consider informal any bid not prepared and submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids, except as limited under the General Laws, Chapters 30 and 149, applicable sections, as amended to date.

The Awarding Authority may reject those informal bids which are incomplete, conditional or obscure, or which contain additions not called for, erasures not properly initialed, alterations or irregularities of any kind; or the Awarding Authority may waive such formalities.

Addenda and Interpretations

No interpretations of the meaning of the Specifications and Bid Package will be made by any bidder orally. Every request for such interpretation shall be in writing, addressed to Lauren Stabilo, Chief Procurement Officer, 36 Court Street, Room 307, Springfield, MA 01103, and emailed to: lstabilo@springfieldcityhall.com., FAX (413)787-6295, to be given consideration, and must be received no later than March 24, 2021 in order to allow adequate time for response.

Any and all interpretations and any supplemental instructions will be in the form of written addenda to the specifications and, if issued, will be sent to all prospective bidders at the respective addresses furnished for such purposes. Failure of any bidder to receive any Addenda or interpretations shall not relieve such bidder from any obligations under his bid as submitted.

All addenda so issued shall become part of the Specifications and Bid Package.



The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
