19-009 - Development of Homeownership Housing by Community Housing Development Organization

The City of Springfield Office of Housing announces the availability of funds under the federal Home Investment Partnerships (HOME) Program. Project proposals are being solicited to construct homeownership units that will be affordable to households with incomes at or below 80% area median income.

The City of Springfield is seeking to allocate up to $360,000 in HOME Community Housing Development Organization (CHDO) funds through the HOME Investment Partnerships (HOME) program for the design and construction of affordable, new-single family homes that are in character with the existing neighborhoods.

The City is soliciting responses to this Invitation for Bid (IFB) in order to select a qualified developer(s) who can successfully develop and operate an affordable housing project. The City is seeking nonprofit corporation who is experienced, financially creative and capable of developing quality affordable housing. Applicants must be able to demonstrate their development experience and be able to work cooperatively with the Awarding Authority and City staff to implement a successful housing project.

ELIGIBLE APPLICANTS: Eligible applicants are nonprofit corporations who have been certified, or can meet the federal HOME requirements for becoming certified, as a CHDO by the City of Springfield Office of Housing. Only qualified CHDOs are eligible to receive allocations of funds. CHDO certification applications will be accepted along with this IFB. See the CHDO Checklist (Appendix A) for a full list of HOME CHDO criteria and required documentation which must be submitted to the City.

Applications must be received no later than noon, Wednesday, July 25, 2018 at the Office of Procurement, Springfield City Hall, 36 Court Street, 3rd floor, Room 307, Springfield, MA 01103. Applicants must submit one (1) unbound original and four (4) copies of the application. If an applicant is newly applying for CHDO status, the applicant must also submit one (1) set of documents demonstrating eligibility for CHDO certification.

PRE-PROPOSAL ASSISTANCE

To maintain a fair and impartial competitive process, the Procurement Office will answer only written questions. Please avoid private communication with any City staff regarding this IFB from the release date through the date of selection. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.

In order to provide prompt answers to questions, the Springfield Procurement Office requests that all proposers submit written questions no later than ten days prior to the IFB response deadline. Questions must be received in writing only at the City of Springfield, Office of Procurement not later than July 13, 2018. Questions may be faxed or emailed. The Procurement Office will compile written answers which will be mailed back to all Proposers who requested a copy of the IFB, no later than July 20, 2018.

The City cannot provide any assistance in the completion of a submission including assistance in assembling a development team and/or undertaking financial analysis.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
