18-100 - Furnish, Deliver and Plant Trees

The City of Springfield, through its Department of Parks, Buildings, and Recreation Management – Parks Division, is issuing this Invitation for Bid for qualified contractors to furnish, deliver and plant trees on public and private property, including all properly trained and licensed staff, labor, supervision equipment, materials and supplies necessary for the execution of the work in a timely manner, as requested by the Springfield Department of Parks, Buildings, and Recreation Management at various municipal locations throughout the City of Springfield, MA.

The successful Contractor will be responsible for completing all work outlined in Scope of Services on a unit cost price (per tree) basis. The unit cost of any tree must include the cost associated with the purchase, transport, and planting including the furnishing of one (1) fifteen (15) gallon tree watering pack per tree. No additional costs will be transferred to the City.

1. Scope

A. The scope of this contract will include a combination of tree planting on public and private property. Planting on public property is defined as any tree planted on municipal property, within the roadway, or up to 20 ft. beyond the public way as defined by Massachusetts General Laws Chapter #87, Section #7.

B. These specifications, including drawings and plant materials lists, apply to those items necessary and incidental to the execution and completion of planting as indicated herein.

C. All labor, supervision, equipment, materials, and supplies necessary for the execution of the work shall be provided for by the Contractor at no additional cost to the Purchaser.

D. Reasonable care shall be exercised during excavation, planting, filling, grading, and cleanup, to features, improvements, structures, and utilities.

E. Unit cost assumes all costs associated with purchase, transport, and planting including furnishing of one (1) fifteen (15) gallon tree watering bag per tree.

3. Planting Season

A. Planting shall be done within the following dates:

1. Deciduous trees and shrubs March 15th to June 15th or September 15th to December 1st.

2. Evergreen trees and other March 15th to June 15th or August 15th to October 1st.

B. If a special condition exist that warrants a variance in the above planting dates, a written request shall be submitted by the Contractor to the Tree Warden/City Forester stating the special conditions and the proposed variance. Permission for the variance will be granted at the discretion of the City.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
