15-080 - RFP: Redevelopment of 92 Mill Street

The City of Springfield (hereafter "City") is requesting proposals for the redevelopment of 92 Mill Street. The transfer of the property to city ownership was recorded September, 30, 2013 at the Hampden County Registry of Deeds in Book 20038/ Page 273. The property, located on 92 Mill Street, is more fully described in "Section D" - Location and site information" of the Request for Proposals (RFP).

The Redevelopment site ("Project Site") is in a Local Historic District and the lot is enhanced by two building: a two story, one (1) family residence that is zoned as Office A, and a one story frame garage. The property is within a Local Historic District. The parcel is 9,013 square feet in the South End neighborhood of the city.

The property is being sold "as is" and the City makes no representations regarding the environmental and/or physical condition of the property or the buildings and will require the buyer to assume responsibility for these conditions. Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations. Proposers are responsible for making their own determinations of existing conditions.

Bidders should be aware that on September 4, 2014, the house sustained significant damage due to a fire in the attic of the property. Due to this damage, the city is offering financial assistance to assist in exterior repairs as described further in Section E - "INCENTIVES AND REQUIREMENTS"


The City has not made and does not make any representation or warranty as to any matter affecting or relating to the property, including but not limited to the physical condition thereof, and the selected developer acknowledges that no such representation or warranty has been made and agrees to take the property in "as is" condition on the date of this agreement. The City shall not be liable or bound in any manner by any statement, representation, or information pertaining to the property which may have been furnished to the developer by any of the City's employees, attorneys, agents, servants, or other persons.

This property is in the Maple Hill Historic District. Bidders should investigate the federal and state 20% tax credit for historic rehabilitation.

In addition the CITY is making CDBG funds available to be used for exterior repairs. No income restrictions are applied to these funds. CDBG funds will be an interest free, forgivable loan not to exceed $75,000. The loan will be paid out as reimbursement of expenditures. The loan will be forgiven upon issuance of a Certificate of Occupancy by the Springfield Building Commissioner. The developer will be expected to comply with all requirements of the CDBG program, under the Department of Housing & Urban Development (HUD).

The site is accessible for viewing from the public way at any time. Attachment A includes an aerial and plot plan map of the sites. Site walk is scheduled for September 30, 2014 at 10 AM. Interested parties should arrive promptly.

Questions regarding the RFP may be submitted in writing to the Office of Procurement, Attention Lauren Stabilo, Chief Procurement Officer, City of Springfield, 36 Court Street, Room 307, Springfield, MA 01103. In order to provide prompt answers to questions, the City requests that all proposers submit written questions to the City of Springfield, Office of Procurement, not later than 4:00 p.m. October 1, 2014. Questions may be faxed or emailed. The Procurement Department's fax number is (413) 787-6295. The City will compile written answers which will be mailed to all Proposers who requested a copy of the RFP, no later than October 2, 2014 by 4:00 p.m.
