at which time the bids will be publicly opened and read in the Office of Procurement Bid Room. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable statutes and reflects the changes of Chapter 193 of the Acts of 2004 relative to M.G.L.c.23A &44 AND M.G.L. c. 7, and 44N. Chapter 149 requires that the General Contractor be certified by the State Division of Capital Asset Management in the category Demolition.
The Work under the Contract consists of removal of asbestos-containing materials, building demolition, utility disconnects, underground storage tank (UST) removal and site restoration work as designated in the Contract Documents. All work shall be performed by Massachusetts licensed Contractors in accordance with local, state and federal regulations.
Bids are subject to M.G.L. c.149 sec.44A (2) (B) and to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive and Springfield Responsible Employer Ordinances (REO).
Pre-Bid Conference: A MANDATORY pre-bid conference and site walk-through will be held on Tuesday, February 11, 2014 beginning at 10:00 A.M. at the site. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.
All questions regarding specifications must be submitted in writing, no later than February 12, 2014 by 4:00 PM. Questions must be submitted to the attention of Lauren Stabilo, Chief Procurement Officer (lstabilo@springfieldcityhall.com) and tquagliato@springfieldcityhall.com .
The Chief Procurement Officer reserves the right to waive any informality in, or to reject any or all responses, if in the public interest to do so.
